복권산업의 건전화를 위한 대응사례 및 실태분석

국문 초록

본 연구는 불법 복권산업의 근절, 복권 건전화 지표의 제안, 복권 건전화 확산을 통해 궁극적으로 복권의 건전성을 높이고자 한다. 이를 위해 불법 복권산업의 근절은 법제도적 측면에서 현재 불법 복권의 실태를 파악하고, 국내외의 불법복권에의 대응사례를 비교분석하여 불법 복권산업의 대응전략을 수립하는 한편, 불법 복권산업을 합법 복권산업으로 유입하려는 것이다. 복권산업이 지속적으로 건전하게 성장발전하기 위해서는 이를 평가할수있는 적정한 지표가 필요하다. 복권의 도박중독 예방 치유를 위한 복권산업의 건전화 방안으로는 첫째, 전자복권의 전자카드 기능의 보완, 둘째, 관리감독의 강화, 셋째, 복권 건전화 프로그램의 지속이다. 따라서, 관리감독의 강화와 관련하여 지도단속업무 담당자 교육, 수탁업자 실태점검, 복권판매점 현장점검의 지속적 수행을 제시하고 있는 것은 바람직하지만 이와 관련한 바람직한 판매점 모델이 제시된다면 복권판매점에 있어서도 벤치마킹할 수 있는 표준이 될 수 있을 것이다. 복권 건전화 프로그램에서는 각종 매체를 통한 홍보, 복권법 위한 신고 포상제도의 도입, 도박중독 예방 캠페인 등을 전개할 필요가 있다.

영문 초록

This study aims to ultimately enhance the soundness of lottery tickets by eradicating illegal lottery industry, proposing sound lottery indicators, and spreading lottery soundness. To this end, the eradication of illegal lottery industry is aimed at identifying the current status of illegal lotteries in terms of legal system, establishing strategies for responding to illegal lotteries at home and abroad by comparing and analyzing cases of illegal lotteries, and bringing the illegal lottery industry into the legal lottery industry. In order for the lottery industry to continue to grow and develop soundly, proper indicators are needed to evaluate it. Among the healthy ways for the lottery industry to prevent gambling addiction are: first, complementing electronic card functions of electronic lottery, second, strengthening supervision of management, and third, continuation of the lottery soundness program. Therefore, while it is desirable to suggest continued implementation of training of the staff in charge of management, checking the status of trustees, and on-site inspection of lottery retailers in connection with strengthening the supervision of management, it would be a standard that can be benchmarked for lottery retailers if a desirable vendor model is presented. In the lottery soundness program, it is necessary to promote through various media outlets, introduce a reward system for reporting to the lottery law, and launch campaigns to prevent gambling addiction.
