신임경찰관의 공공봉사동기에 영향을 미치는 요인에 관한 연구

국문 초록

최근 우리나라는 취업난과 고용불안이 지속되면서 공직선택에 대한 선호도가 급격히 증가하고 있으며, 이러한 시대상을 반영하듯 경찰공무원에 대한 수요가 증가하고 있다. 특히, 경찰인력이 지속적으로 증원됨에 따라 경찰조직은 경찰상에 부합한 적합한 인재를 채용할 것을 요구받고 있다. 이 연구는 경찰상에 부합한 요소 중 하나가 바로 공공봉사동기라고 판단하고 연구를 수행하였다. 이러한 공공봉사동기에 대한 영향요인을 파악하기 위해서 사회역사적 측면(성별, 결혼여부, 사회경제수준, 연령, 학력, 종교생활, 자원봉사, 공공분야 친척유무)과 성향적 측면(입직동기, 성역할 태도, 자아존중감, 권력거리)의 영향을 분석하였다. 연구 결과, 공공봉사동기는 사회역사적 측면뿐만 아니라 성향적 측면 모두를 고려했을 때 설명력이 높아지는 것으로 확인되었다. 주요변수들 중에서는 성별과 자원봉사여부, 대시민 서비스 동기와 성역할 고정관념, 자아존중감은 공공봉사동기의 모든 하위변인에 통계적으로 유의미한 영향을 미치는 것으로 확인되었다. 이 밖에도 공통적이지는 않으나, 직업안정성과 경찰동경 및 권력성, 업무환경 매력성, 권력거리도 특정 하위변인에 영향을 미치는 것으로 나타났다. 이러한 연구결과를 바탕으로 이 연구에서는 중앙경찰학교 내 교육 콘텐츠 개발 및 교육방식(남녀 혼반)의 변화와 경찰관 대상 공공봉사동기 척도에 대한 개발이 요구된다는 점을 제언하였다.

영문 초록

Recently, the preference for choice of public office has been rapidly increasing as employment difficulties and job insecurity persist, and reflecting this era, demand for police officers has been increasing. In particular, as the number of police officers continues to increase, the police organization is required to hire suitable personnel to meet the police talented. In this study, one of the factors corresponding to the right police officers was immediately identified as Public Service Motivation, and the study was conducted. To identify the factors influencing these public service motivations, the effects of socio-history aspects (gender, marital status, social and economic level, age, academic background, religious life, volunteerism, public sector relative status) and propensity aspects (job motivation, gender role attitude, self-esteem, power distance) were analyzed. The study found that explanation power of public service motivation has increased when considering both socio-history aspects as well as propensity aspects. Among the major variables, gender and volunteer status, civic service and gender role stereotypes, self-respect were found to have a statistically significant impact on all sub-variates of public service motivation. In addition, job stability, police aspiration and power, attractiveness of working environment and power distance also affect certain sub-variates. Based on these findings, the study suggested that the development of educational content and education methods (male and female mixed) in the Central Police Academy and the development of public service motivation scale for police officers are required.
