네팔 교육현황의 성인지적 분석과 쟁점

국문 초록

[연구목적] 이 연구는 네팔의 교육현황을 성인지적으로 분석하여 교육 내 성평등 달성을 위한 주요 쟁점을 드러내어 향후 한국의 교육개발협력 분야에서의 시사점을 도출하기 위해 수행되었다. [연구방법] 이를 위해 문헌검토와 현지조사의 전문가 면담을 통해 나타난 네팔의 교육기회, 교육정책, 사회·문화적 젠더규범의 세 가지 측면에서의 주요 쟁점에 대해 분석하였다. [연구결과] 교육기회 측면에서는 여전히 여학생의 교육기회가 남학생에 비해 제한되고 있으며 특히 일부 지역의 상대적으로 열악한 교육환경과 사회·문화적 맥락으로 인해 성별격차가 더욱 심하게 나타났다. 교육 정책적 측면에서는 소외계층과 여성의 교육을 보장하고 성인지적인 교육을 제공하기 위한 제도적 토대가 잘 구축되어 있으나, 사회·문화적 요소와 결합하여 정책의 이행 면에서는 여러 한계가 존재하는 것으로 파악되었다. 최근 지방정부의 교육과 관련된 역할이 강화되는 가운데 지방정부의 역량부족 문제가 도전과제로 지적된다. 마지막으로 다양한 사회문화적 젠더규범 역시 여아들의 학업 지속을 방해하는 요소로 작용하고 있음이 나타났다. [결론] 이러한 결과를 토대로 향후 한국의 교육개발협력에 주는 시사점으로 교차성을 고려한 교육기회에서의 성별격차 해소 지원, 성인지적 교육을 위한 역량강화 프로그램 지원, 사회·문화적 젠더규범을 고려한 섬세한 접근이 필요하다고 제안하였다.

영문 초록

[Purpose] This research analyzes the current status of Nepal education from a gender-sensitive lens to reveal the major issues of gender equality in education in Nepal, and to draw implications in the field of educational development cooperation in South Korea. [Methods] To this end, using document analysis and experts interviews from field researches, this research analyzes the major issues focusing on three domains; Nepal’s education opportunities, education policies and socio-cultural gender norms. [Results] As a result, female students, particularly in some regions, face more limitation than male students in terms of education opportunities due to relatively poor education environment and socio-cultural context. In terms of education policy, the institutional foundation is well established to ensure the access to education for underprivileged and women and to provide gender-responsive education. However, there are several limitations in terms of implementation of policies combined with socio-cultural factors. In addition, while the role of local government in education has been strengthened recently, the lack of local government’s capacity is pointed out as a challenge. Finally, various socio-cultural factors also act as an obstacle for girls to continually pursue education. [Conclusion] Based on these findings, this research suggests a) a detailed approach considering the intersectionality and gender gap in education opportunities; b) policy cooperation and support for gendersensitive education capacity building; c) and consideration of Nepal’s soci-cultural gender norms in the educational development cooperation with Nepal and South Korea.
