공영형 사립대학 육성･확대정책의 의의

국문 초록

한국 교육 문제의 핵심적 고리는 서울 중심의 대학서열구조와 학벌주의이다. 이의 해소 없이는 교육의 정상화와 발전은 요원하다. 이를 해소하기 위한 대학체제 개편 방안으로 국립대학통합네트워크와 함께 사립대학을 중심으로 형성된 고등교육 생태계 속에서 이를 보완하기 위하여 제안된 것이 공영형 사립대학 정책이다. 공영형 사립대학은 OECD의 정부의존형 사립대학을 참고하여 국가가 교육경비의 50% 이상을 인수하고 학교법인의 지배구조를 공영화한 사립대학이다. 공영형 사립대학 정책은 사립대학이 높은 비중을 차지하는 대학체제에서 국민의 균등한 교육을 받을 권리와 국가의 균형발전의 의무에서 헌법적 근거를 찾을 수 있다. 공영형 사립대학 정책은 지역의 국공립대학과 통합네크워크를 구성하여 서울 일극 중심의 수직적 대학 서열구조를 완화･해소하고 국민의 균등한 교육을 받을 권리의 보장과 지역대학의 총역량을 국가균형발전의 혁신역량으로 묶어내는 것으로 헌법이 요청하는 현실적합적인 지역대학 육성정책으로 평가된다. 공영형 사립대학 정책의 추진 과정에서 제기된 부실대학 연명정책, 사립대학의 참여 가능성 등의 문제는 공영형 사립대학 정책에 대한 불충분한 이해에서 제기된 것이다. 국가균형발전을 위한 정책적 노력에도 불구하고 학령인구의 감소에 따른 지역고등교육 환경의 급변과 지방소멸이 현실화되고 있는 상황에서 공영형 사립대학 정책을 포함한 대학통합네트워크 추진의 시급성이 더욱 요청된다. 공영형 사립대학을 포함한 대학체제개편은 한국 교육 역사상 가장 중요한 사건 중 하나가 될 것이기 때문에 국가적 프로젝트로서 추진되어야 한다. 공영형 사립대학 정책은 경쟁과 생존의 절벽으로 내몰린 사립대학의 일부를 선별적으로 구원해 주는 방주가 아니라 우리 모두에게 유익한 교육을 구상하고 실천하는 작업이어야 한다.

영문 초록

The core of the Korean education problem is the Seoul-based university racking structure and the academical clique. Without this solution, the normalization and development of education is impossible. The public private university policy has been proposed to complement the national university integration network to address this. The public private university policy aims to form a network with the national universities in the region, thereby mitigating and eliminating the vertical university hierarchy concentrated in Seoul. The public private university is a private university that the government took over 50% of the educational expenses and publicized the school corporation by referring to the government-dependent private university of the OECD. The right to equal education of the public and the obligation of balanced development of the state are the constitutional basis for public private university policy. This policy also ensures the right of citizens to receive education and combines the total capacity of local universities with innovation capacity for balanced national development. Therefore, public private university policy is evaluated as a reorganization plan suitable for the reality required by the Constitution. There have been policy efforts for balanced national development. However, due to the decrease in school age population, the environment of regional tertiary education is rapidly deteriorating and the destruction of the provinces is becoming a reality. So university integration networks, including public private university policies, need to be implemented more quickly. The reformation of the university system, including public private universities, will be one of the most important events in the history of Korean education. Therefore, this policy should be promoted as a national project. Public private university policy should not be a selective salvation of some private universities at risk of competition and survival. This should be the work of conceiving and practicing education that is good for all of us.
