팔레스타인 문제란 무엇인가? 현재 진행 중인 이스라엘 점령지, 팔레스타인 땅에 이스라엘 정착촌 건설, 이스라엘 정착민들 이주를 통한 팔레스타인 땅 탈취와 팔레스타인 주민 축출은 20세기 초 영국의 팔레스타인 통치하에서 시작된 핵심적인 문제들이다. 이와 같이 1차 세계대전이후 현재까지 계속되는 역사적 팔레스타인 땅에서 발생하는 문제의 핵심은 이주민-유대인이 원주민-팔레스타인인을 축출하고 땅을 빼앗는 것이다. 이 문제의 기본 골격은 영국이 팔레스타인을 통치한 1917-1948년에 형성되어, 미국이 주도적인 역할을 하는 현재까지 유지·강화되고 있다. 본고는 먼저 1차 세계대전 직후 나온 ‘영국의 유대국가 건설 기획: 영국-시온주의자–아랍민족주의자 동맹’, 다음으로 ‘유대국가 건설 기획에 맞선 유대인과 팔레스타인인들의 반대 운동’을 분석한다. 마지막으로, 팔레스타인의 주권을 박탈하는 ‘21세기 트럼프의 기획과 미국-이스라엘-사우디 동맹’을 분석한다. 이 논문은 현재 진행되는 이스라엘-팔레스타인 분쟁의 기본 구조를 밝히고, 미래를 전망하기 위한 것이다.

영문 초록

What is the Palestinian problem? The current Israeli occupation policies in East Jerusalem and West Bank, namely the construction of Israeli settlements, the migration of Israeli settlers, the capture of Palestinian land, and the expulsion of Palestinians are key issues that began under British mandate rule in the early 20th century. As such, the crux of the problem occurring in historical Palestinian lands that has continued since World War I to date is that migrants-Jews evict native-Palestinians and take their land. The basic structure of the issues was formed in 1917-1948 when Britain, which became a victor as a result of World War I, ruled Palestine, not only maintained but strengthened to the present day when American policy played a leading role. This paper first analyzes British Project for the construction of Jewish State: making the alliance of British-Zionist-Arab Nationalist which came out shortly after World War I. Secondly it analyzes the movement of Jews and Palestinians against the project of Jewish-state construction. Finally, it analyzes ‘Trump’s plans for the 21st century and the U.S.-Israel-Saudi alliance’, which deprives Palestinians of their sovereignty. This is to shed light on the framework of ongoing Israeli-Palestinian conflicts.
