국문 초록

본 연구는 거시전환의 압력과 함께 인구변화문제에 봉착한 영국과 독일이 그 해법의 하나로 추진한 노동시장개혁과 이와 연계된 가족정책에서의 변화를 분석하는데 목적을 둔다. 그에 따라 본 연구는 자본주의 다양성론(VOC)의 시각에서 양국의 가족정책이 고용친화의 방향으로 확대된 이유를 밝히고자 한다. 이 문제에 답하기 위해 본 연구는 확대에 영향을 미친 전환의 배경, 노동시장개혁, 고용친화가족정책의 확대 과정을 연속적으로 다룬다. 이를 통해 결론부에서 아래와 같이 주장한다. 고용친화의 방향으로 양국의 가족정책확대는 노동력공급을 용이하게 하려는 노동공급의 수단이었고, 그런 점에서 가족정책은 반시장의 정책이 아니라 고용과 생산에 기여하는 친시장의 정책으로 이동해가고 있다는 점이다. 또한 고용친화적인 가족정책의 확대가 겨냥하는 궁극적 목적은 영국(LME)의 경우 선별적 원리에 입각한 자유주의 복지국가의 지속력을 유지하기 위한데 있고, 독일의 경우는 고숙련-고품질의 인적기반을 유지하고, 동시에 독일(CME)의 복지국가능력을 지속하기 위한데 있다는 점이다. 그러한 궁극적 목적에서 볼 때 양국의 고용친화가족정책은 각자의 고유한 생산체제를 배경으로 하여 진행된 것으로 본다. 그 결과 양국에서 진행된 새로운 가족정책은 수렴 속에서도 경로를 따르려는 분기의 압력이 동시에 작용하고 있는 것으로 결론을 내린다.

영문 초록

The purpose of this study is to analyze the changes in the family policy and the labor market reform that the UK and Germany, which faced the population change problem with the pressure of macroscopic transition, promoted. Accordingly, this study aims to clarify the reason why the family policies of both countries have expanded in the employment-friendly direction from the perspective of Varieties of Capitalism. To answer this question, this study deals with the pressure of the transition, labor market reform, and the expansion of employment-friendly family policies that have affected the expansion. Through this, I argue as follows in the conclusion: The expansion of family policy in the employment-friendly direction in both countries was a means of labor supply to facilitate the supply of labor, and in that sense, family policy is moving to pro-market policy that contributes to employment and production, not anti-market policy. The ultimate goal of expanding employment-friendly family policy is to maintain the sustainability of liberal welfare state based on selective principle in the case of UK(LME), and to maintain the human base of high skill and high quality in Germany and to maintain the welfare state capability of Germany(CME). In view of the ultimate purpose, the employment-friendly family policies of the two countries are considered to have been carried out based on their own production system. As a result, it is concluded that the new family policy in both countries is simultaneously under the pressure of divergence to follow the path-dependency even in the convergence.
