국문 초록

이 연구는 독일 석탄산업의 환경사를 19세기 말 산업화부터 현재까지 라인루르 탄전을 중심으로 검토한다. 독일 석탄산업이 환경문제와 맺어 온 관계를 해당 산업을 둘러싼 이해관계 및 이와 결부된 사회적 가치 및 태도의 변화를 통해 고찰한다. 독일의 광공업은 국가 경제적 중요성 때문에 법적 행정적으로 보호받아 왔으며, 이로부터 광산 피해와 환경문제에 냉담한 아비투스를 발전시켰다. 여기에 정당성을 부여한 것은 1864년의 프로이센 광산법이었다. 이 본질적 태도는 20세기 중반까지 지속되었다. 그러나 1960년대와 1970년대 탈산업화로 특징지어지는 중공업 쇠퇴와 사회경제적 구조변화, 그리고 생태주의의 도전은 1980년대 들어 광공업을 둘러싼 사회적 가치와 태도를 근본적으로 변화시켰다. 광공업의 특권적 지위는 사회적으로 도전받으며 침식되었다. 이 과정에서 광업의 생태적 전환은 그 자체의 점진적 소멸로 수렴되었다.

영문 초록

This study investigates the history of the coal mining industry in the Rhine-Ruhr area of Germany from the late 19th century to the present through changes in the interest relations and social value judgments surrounding that industry. The unique connection between the coal mining industry and environmental problems in modern German history can be understood in light of the privileges granted to the mining industry as the backbone of the national economy. An 1864 Prussian mining law, which granted the mining industry a special legal and administrative status, supported the mining industry’s willful negligence of environmental issues until the late 20th century, an effect of the vested interests of the state and industry and the unique masculine attitudes of mining and steel industry leaders. However, the privileged status of the mining and manufacturing industries continued to erode because of their social acquiescence, socioeconomic changes brought about by the industries’ own transformation, economy-wide deindustrialization in the 1960s and 1970s, and fundamental changes in the social perception of ecology in the 1980s. During this period, growing consciousness of the environmental impact of mining occurred concurrently with the gradual dissolution of the mining industry.
