농촌마을의 힐링자원화 선진사례분석을 통한 국내 농촌힐링관광지 육성 정책모델 연구

국문 초록

본 연구는 국내 농촌힐링관광지 육성을 위한 정책모델을 제시하기 위해 수행되었다. 농촌관광지의 힐링자원화는 고령화, 현대인의 과도한 스트레스 등 사회의 여러 가지 문제점들을 극복하고 농촌에 새로운 가치를 입혀 소득원을 창출할 수 있는 하나의 대안으로서 정부에서도 이미 다양한 사업을 통해 농촌관광 육성에 힘을 쏟고 있다. 연구 결과에 따르면, 국내 농촌관광마을들은 농촌마을의 자연자원, 문화자원과의 연관성이 높은 관광상품 및 프로그램을 개발해야 할 필요성이 있으며, 노후화된 인프라의 보수, 홍보 및 마케팅 지원 등이 필요한 실정이었다. 농촌마을을 힐링자원화한 해외 선진사례인 네덜란드의 케어팜(care farm)과 태국의 커뮤니티 기반 헬스관광(CBHT) 마을들은 농촌이 가진 치유의 힘을 적극 활용하여 성공을 거둔 사례로 분석되었다. 특히, 제도적 기반, 재정적 지원, 관련부처 간 협업 등이 주요성공요인이었다. 본 연구에서는 국내 농촌힐링관광지 육성 정책모델로서 케어팜 모델, 힐링 특성화 모델, 커뮤니티 기반 헬스관광모델을 제시하고 구성요소, 유사 사업, 힐링 프로그램 예시, 지원 사업, 성공적 추진을 위해 협업이 필요한 관련부처/조직 등을 제안하였다. 세 가지 모델에 공통적으로 적용될 수 있는 지원 사업으로는 치유농업리더 양성 프로그램, 힐링 매뉴얼 및 가이드라인 제작 사업, 힐링 상품 및 체험프로그램 개발 사업, 힐링 프로그램 개발 컨설팅 지원, 홍보 및 마케팅 지원, 농촌힐링관광 기초 통계 구축, 인증제 추진 등이다.

영문 초록

This study is conducted to present policy models for fostering rural healing tourist attractions in Korea. Using and creating healing resources of rural tourism area is one alternative that can overcome various problems in society, such as aging and excessive stress of modern people, and create income sources by putting new value on the rural areas. Thus, the government is already focusing its efforts on encouraging rural tourism through various projects. According to the research results, local rural tourism villages need to develop tourism products and programs that are highly associated with natural resources and cultural resources in rural villages, and needs to repair aged infrastructure and strive for promotion and marketing. Care farms in Netherlands and community-based health tourism(CBHT) villages in Thailand, both of which are advanced cases in rural healing tourism, have been successful by actively utilizing the healing power of the rural areas. In particular, institutional base, financial support, and cooperation among related ministries were the main factors of success. In this study, we present a care farm model, a healing characterization model, a community-based health tourism model as policy models for fostering rural healing tourist sites in Korea, and proposed components, similar projects, examples of healing programs, support projects, and related ministries/organizations that need cooperation to ensure successful promotion.
