국문 초록

본 연구에서는 정부 신약개발지원사업의 선정 평가지표가 연구성공을 견인할 수 있도록 적절히 구성되어 있는지 실증분석하고, 그 결과를 다시 평가지표에 환류함으로써 연구 성공률 제고에 기여하고자 하였다. 우선 기존 문헌연구를 통해서 확인된 연구성공 영향요인들이 신약개발사업의 과제선정 평가지표로 활용되고 있는지 파악하여 항목의 적절성을 확인하였다. 그리고 선정 평가지표별 점수와 최종 연구목표 달성 여부를 토대로 각 지표들이 연구성공에 미치는 영향을 정량적으로 실증분석 하였다. 연구대상은 2008년부터 2016년까지 보건복지부 신약개발지원사업 중 최종평가까지 끝난 133개 과제이며, 각 과제에 대한 ‘선정 시 평가지표별 점수’와 ‘종료 시 목표달성 여부’를 변수로 사용하여 로지스틱 회귀분석을 통해 분석하였다. 신약개발지원사업은 선행연구에서 확인된 연구성공 영향요인을 대부분 평가지표로 활용하고 있었으며, 주요 실증분석 결과를 살펴보면, ‘연구내용의 창의성’은 신약개발 연구성공에 부(-)의 영향을, ‘연구자의 연구수행능력’은 신약개발 연구성공에 정(+)의 영향을 미치는 것으로 분석되었다. 이러한 연구결과는 신약개발지원사업 과제 선정 시, ‘연구내용의 창의성’ 지표는 개선이 필요하며, ‘연구자의 연구수행능력’ 지표는 항목의 구체화 및 가중치 상향 조정 하는 등의 환류를 함으로써 보다 성공 가능성이 높은 과제를 선정할 수 있게 되고, 궁극적으로 정부연구개발사업 투자 효율성 제고에 기여할 수 있음을 시사한다.

영문 초록

The purpose of this study was to demonstrate the appropriateness of government New Drug Development evaluation indicators and to divert the result to the evaluation to contribute to the improvement of the success rate of the research. First of all, we confirmed the appropriateness of the indicators by identifying whether the influence factors for success identified the existing literature study are being used as evaluation indicators. And, scores of selection evaluation indicators and final assessment results for each project were collected. By analyzing the collected results using logistic regression techniques, the impact of factors on the success of the project was demonstrated. The subjects of the study are 133 projects that were completed from 2008 to 2016 with support from the Ministry of Health and Welfare s new drug development support project. Key empirical analysis shows that creativity ofresearch has a negative effect on research success, and ability of researchers has a positive effect on research success. Based on these findings, the following can be proposed to contribute to the promotion of government R&D investment justification. First, the creativity of research should be improved in the assessment indicators. Second, ability of researchers should be specified and weighted upward.
