국문 초록

오늘날 우리 사회는 변화하는 미래의 환경 하에서 현행 병력충원정책이 제대로 기능할 수 있을 것인지에 대해 의구심을 제기하고 있으며, 우리가 조만간 맞이하게 될 인구구조의 급격한 변화(인구절벽)로 인해 현 체제하에서는 2036년경부터 병역자원이 부족해지는 심각한 상황에 처하게 될 수 있다는 위기의식이 고조되고 있다. 이는 한국군이 과연 현재의 병력충원정책으로써 미래의 소요를 감당해낼 수 있을 것인지에 대한 근본적인 검증을 요구하는 것이다. 이에 본 연구는 현행 병력충원정책의 타당성을 인구경제학적 측면에서 분석하여 혁신적인 4가지 병력충원모델(안)을 설계하고, 효과적인 적용 시나리오를 제시하였다. 그리고 이를 토대로 한국군이 직면하게 될 인구절벽에 대비하여 병력충원 및 인력운용시스템의 일대 혁신에 관하여 정책적 시사점 및 논의사항을 도출하였다.

영문 초록

With the demise of Cold War in the early 1990s, just a few nations at risk of national security, such as South Korea and Israel, still maintain conscription. But there is a growing concern recently in South Korea for volunteer military system, with doubts as to whether the existing conscription system can work properly in the near future. Our society is anticipated to lack human resources available for conscription to keep the standing Korean military force from 2035. It demands on fundamental review on whether the Korean military force maintain the current recruitment system or not in the future. In this sense, this research builds 4 models which we can consider as alternatives to effectively cope with the upcoming demographic cliff in South Korea and closely looks at the plausibleness of each model in terms of demography and economics. In conclusion, the Korean Army needs the bold shift in its recruitment system and personnel management under the upcoming demographic cliff.
