국문 초록

본 연구는 다문화가족 사례관리사들의 다문화현장 사례관리 실천경험을 질적 사례연구(Yin, 2004)로 접근하여 다문화가족 사례관리사업 활성화를 위한 기초자료를 제공하는데 그 목적이 있다. 10명의 다문화현장 사례관리사와의 질적 사례연구를 실시한 결과 첫째, 다문화가족 사례관리서비스 플랫폼 구축하기의 핵심범주는 다문화사례관리업무에 대한 당사자 인식, 체계가 없어 좌충우돌하며 매뉴얼을 정립함, 대상자 발굴과 자원연계 시스템을 구축함 등으로 나타났다. 둘째, 다문화가족 사례관리실천의 다중적 딜레마는 다중적 클라이언트체계의 어려움, 공적/비공식적 경계가 불분명함, 심각한 복지의존증, 기관 내 인식부족으로 인한 역할혼동, 서비스 기간제한의 의미가 없음, 노하우를 상실시키는 센터 내 열악한 처우와 고용불안정, 지역기관의 업무 떠넘기기 등으로 나타났으며 셋째, 다문화가족 사례서비스에 대한 비판적 성찰은 일석이조의 효과성이 두드러짐, 해를 거듭할수록 쌓이는 노하우, 사례관리자로서의 자기성찰로 나타났다. 넷째, 다문화가족 사례관리 활성화를 위한 소고(小考)는 중복서비스 방지를 위한 지역사회통합사례관리회의 활성화, 정규사업 편입으로 지속가능한 사례관리서비스 확보, 다문화가족 사례관리 종사자들의 복지향상, 체계적인 사례관리 역량강화교육 등으로 나타났다. 이러한 연구결과를 토대로 다문화현장에서의 사례관리의 실천상의 이슈 해결과 다문화가족 사례관리 전문화 방안을 제안하였다.

영문 초록

This study aims to provide with basic data in order to activate case management services with multicultural families by conducting a qualitative case study(Yin, 2004) on the field experiences of case managers. The result of analyzing the interviews with 10 case managers indicates the following. First, the core of the categories in building ‘platform’ of case management services with multicultural families are 1) multicultural families’ perception of case managers’ job in the agencies, 2) setting-up a manual after a great deal of trouble because of absence of a system, and 3) finding ways of case finding and building a resource-linkage system. Second, multi-dimentional dilemmas in the practices of multicultural case management are 1) difficulties in multi-dimentionality of client systems, 2) no clear boundaries between formal and informal relationships with clients, and 3) the serious level of their dependency on welfare services, 4) role confusion because of lack of understanding within agencies, 5) meaningless limit of service duration, 6) lack of job stability and poor treatment which lead case managers to lose their know-hows and, and 7) no reasonable refers from other agencies in the community. Third, the critical reflects on case management services with multicultural families are 1) salience of effectiveness of a double purpose, 2) know-hows of case managers accumulated year by year, and 3) self-examination as a case manager. Fourth, suggestions for activating case management with multicultural families are 1) activating community-integrated case conferences in order to prevent duplicated services, 2) establishment of sustainable services by up-grading case management services to regular program, 3) improvement of welfare for case managers, and 4) building a systematic competence-training program. Base on the results of this study, we suggest several ways of its professionalization as well as solving practice issues in case management with multicultural families.
