국문 초록

본 논문은 한국의 국군포로문제 해결노력과 향후과제를 분석하기 위한 것이다. 이를 위해 국군포로문제의 성격과 현황, 한국의 국군포로문제 해결노력의 전개와 성과, 한국의 국군포로문제 해결을 위한 향후과제를 살펴본 후 결론을 도출해 본 것이다. 「정전협정」에 따라 전쟁포로 송환이 이루어졌으나, 미송환 국군포로들이 북한에 억류된 채 남아 있어 이들의 송환을 위해 다각도로 노력해왔다. 한국은 김대중 정부이래 문제의 근원적인 해결을 목표로 하되, 이산가족만남과 관련한 생사확인, 상봉, 그리고 송환 등 현실적인 다양한 방안을 모색해왔다. 하지만 국군포로에 대한 북한의 입장은 여전히 정전협정체결 당시 다 해결되었고 강제억류중인 국군포로는 1명도 없다는 입장이다. 향후 한국은 국군포로문제 해결을 위해 ①국군포로에 대한 면밀한 실태조사, ②정부와 민간의 역할분담을 통한 공동노력, ③유해 및 생존자·가족의 의사를 존중한 송환모색, ④ 귀환한 국군포로·가족에 대한 정착지원 등과 같은 노력을 지속·강화해 나가야 할 것이다.

영문 초록

This paper is to analyse the ROK s efforts to resolve the Korean war POWs problem and future tasks. To this end the paper is composed of 5 chapters titled introduction; the feature and current situation of Korean War POWs detained in North Korea; the development and achievement of the ROK s government s efforts to solve the POW issue; the future task for solving the POW issue; and conclusion. According to the Armistice Agreement(July 27, 1953), repatriation of prisoners of war was carried out, but the prisoners of war left in remand remain detained in North Korea. In the meantime, the ROK s government has made various efforts to repatriate prisoners of war in the North. Since the Kim Dae-jung administration, the South Korean government has sought to resolve various issues including confirmation of life and death, reunion, and repatriation in connection with the meeting of separated families. However, North Korea s position on POWs has been solved at the conclusion of the armistice agreement, and there is no one POW who is being held. In the future, the government should continue to seek the following efforts to solve the POW issue. ① a close examination of the actual situation of prisoners of war, ②joint efforts through government and private role sharing, ③ seeking repatriation based on respect for the prisoners of war and their families and repatriation of the remains, and ④ Government support for returning prisoners of war and their families etc.
