국문 초록

발라사(B. Balassa)는 경제공동체 형성을 자유무역지대, 관세동맹, 공동시장, 화폐 및 경제동맹 및 완전한 통합의 다섯 단계로 구분하고 있다. 남북경제공동체는 가장 낮은 단계인 자유무역지대 형성조차도 북한의 개방을 전제로 남북한 상호 교역이 자유롭게 이루어지는 수준은 되어야 실현이 가능하다. 하지만 북한의 경제개방에 대한 경계, 외국자본과 남한자본을 차별하는 대외투자법제 등을 고려하면 유엔 등 국제사회의 대북 경제제재가 완화되거나 해제된다고 해도 남북한 교역이 FTA 체결을 논의할 만큼 확대될 가능성은 크지 않다. 남북경제공동체에 대한 구체적 논의가 진행되려면 남북한 간의 법적 지위에 대한 상호 간 입장에 변화가 필요하다. 적어도 ‘동서독기본조약’ 체결 이후 서독이 동독의 국가성을 인정한 수준 정도의 변화는 있어야 할 것으로 보인다. 그 이후 이에 기초하여 남북한 간의 상품, 더 나아가 자본과 노동 및 서비스의 이동까지 자유로운 상태로 남북관계가 획기적으로 변화되어야 만 남북경제공동체 형성에 대한 구체적인 논의가 진행될 수 있을 것이다.

영문 초록

B. Balassa divides the economic community into five stages: free trade zones, customs unions, common markets, money and economic unions, and full integration. The inter-Korean economic community can be realized only when the free trade zone, the lowest level, is formed at the level of free trade between the two Koreas, assuming that North Korea is open. Considering the North s vigilance against economic openness and the foreign investment law that discriminates against foreign capital and South Korean capital, however, the trade between the two Koreas is unlikely to expand enough to discuss the FTA, even if international economic sanctions on the North are eased or lifted. The concrete discussion on the inter-Korean economic community requires a change in the mutual stance on the legal status between the two Koreas. At least, after the conclusion of the East-West Germany Treaty, there should be some changes to the level that West Germany recognized the nationality of East Germany. After that, concrete discussions on the formation of the inter-Korean economic community can only proceed if the inter-Korean relations have changed drastically in the free state of goods between North and North Korea, and even free movement of capital, labor and services.
