장애등급제 개편에 따른 중증장애인 고용서비스 고찰

국문 초록

본 연구는 장애등급제 개편에 따른 중증장애인 고용서비스의 새로운 국면을 맞이하여 그간 중증장애인 고용의 대표적 서비스인 지원고용의 현황을 분석하고 적합한 서비스 대상자 선정 기준 및 서비스 개선방안을 알아보기 위한 것으로서, 문헌연구와 전문가 자문 회의를 통해 제시하였다. 연구결과는 첫째, 지원고용 서비스 현황분석에서 제외국과의 비교 시 실시 기간, 임금형태, 직업적응 기간 등에서 차이가 있었다. 둘째, 장애등급제 개편에 따른 지원고용 서비스 대상자에 대한 논의에서 의학적 중증인 1-3등급을 적용할 경우 중증으로 전환이 예상되는 장애인 수는 약 일만 명 이상으로 추정되어 추후 지원고용 대상자로 포함될 것으로 분석되었다. 또한 직업적 장애기준 도입 측면에서는, 의학적 기준과의 차이로 인해 장애 정도가 달라질 수 있으므로 신중한 검토가 필요한 것으로 분석되었다. 셋째, 지원고용 서비스 대상자 선정을 위한 계획(안)으로는 ①서비스 제공 주체를 명확히 하고, 의뢰목적에 맞는 적합한 절차를 준수한 대상자 선정 ②지원고용 대상자 선정평가 내용에서 지원고용의 기본접근인 선배치-후훈련-지속적지지 강화 ③사업체 직무분석 강화 ④대상자와 사업체간 적합성 비교를 통한 배치 및 지원강화를 제안하였다. 추후 개선방안으로는 첫째, 서비스의 일원화된 지원 둘째, 의학적 치료 대상자의 사전 선별 셋째, 표준화된 고용서비스 평가도구 개발 넷째, 지원고용 취지를 고려한 접근방식 보완 다섯째, 고용서비스 진입 방해요인 감소를 위한 상시 상담창구 마련 등을 제언하였다.

영문 초록

The purpose of this study is to analyze the status of supported employment, a representative service of employment for the severely disabled, and to find out the criteria for selecting suitable service targets and ways to improve service. The method of research is literature research and expert consultation. The results of the study were as follows: First, there was a difference in implementation period, wage type, and job adaptation period in comparison with the other countries. Second, It is estimated that the number of disabled people expected to switch to severe disabilities are more than about 10,000, and they will be included in the targets of supported employment at a later date. Also, it was analyzed that careful consideration is needed in terms of introducing occupational disability standards, since the degree of disability may vary due to differences from medical standards. Third, the plan for selecting the targets for the supported employment is as follows: ① Clarify the service provider and select those who comply with the appropriate procedures for the purpose of the request. ② Strengthen the pre-placement, post-training, and continuous support, which are the basic approaches to the supported employment. ③ Strengthen job analysis of businesses. ④ Strengthen placement and support by comparing suitability between the target and the business. Further improvement measures include: First, unified support of services. Second, pre-screening of medical treatment subjects. Third, development of standardized employment service evaluation tools. Fourth, supplemented approaches considering the purpose of support employment. Fifth, establishment of permanent counseling channels to reduce barriers to entry into employment services.
