자연재해 피해영역 기반의 피해인구 산정 기법에 관한 연구

국문 초록

최근 이상기후 현상으로 대도시를 중심으로 재해 양상이 점차 다양화 되고 있으며, 불확실성이 증대되고 있는 자연적 요인과 도시화로 인한 인구집중과 생활 기반시설 확보를 위한 무리한 개발 등의 인위적인 요인으로 피해가 가중되고 있다. 이러한 자연재해에 대한 피해를 저감하기 위해 재난유형별 선제적 대책을 수립하며, 제도개선을 통한 자연재해 예방기능 강화 등을 추진하고 있다. 하지만, 기존 재해예방사업과 재해복구사업 분석 관련 성과물은 화폐 단위 및 주민 만족도 위주의 단편적 효과성만 제시하고 있어 재해예방사업 투자에 대한 명확한 피해 저감효과 제시가 미흡하며, 피해인구에 대한 획일화된 산정 방식으로 재해 취약계층에 대한 우선적 고려에 한계가 있는 실정이다. 본 연구에서는 지자체 인구통계 정보를 기반으로 재해 취약계층을 세분화 하고, 인구통계 정보와 취약계층 정보를 공간정보화 하여, 자연재해 피해영역과의 공간분석을 통해 보다 현실적인 피해인구 산정 기법을 제시하고자 한다.

영문 초록

Due to the abnormal climate phenomenon, disasters are gradually becoming more volatile, especially in large cities; damage is being caused by both artificial and natural factors, which are occurring with increasing uncertainty, and by excessive infrastructure development and population growth due to urbanization. To reduce the damage from natural disasters, we have established preemptive measures for each type of disaster, and are promoting natural disaster prevention procedures through institutional improvement. However, an analysis of existing disaster prevention and recovery projects suggests that these procedures have had only fragmentary effects, mainly centered on monetary losses and residents satisfaction, so the results are insufficient to present the clear damage reduction effect on investments in disaster prevention projects, and to uniformly calculate the portion of the population that has been damaged. This means there is a limit to our being able to prioritize consideration regarding disaster vulnerability. In this study, we will segment the vulnerable groups based on demographic information from the local government and spatial information on demographic and vulnerable groups.
