국문 초록

집중호우와 태풍에 의한 재해 발생 시 인명 대피와 복구물자의 이동 등 재해 상황에 적극적으로 활용되는 사회기반시설인 도로시설물에 대한 피해 규모를 예측하기 위하여 국가재난관리정보시스템(National Disaster Management System, NDMS) DB의 도로시설물 피해자료와 침수흔적도를 활용하여 도로시설물 피해액을 추정하기 위한 손실함수를 개발하였다. KRF (Korean Reach File) 유역을 침수구역 생성에 따른 도로시설물의 피해발생 범위로 선정하였으며, 재해 규모와 지역의 방재능력, 피해가 발생될 수 있는 도로시설물의 현황을 고려하기 위하여 KRF 유역 내 침수면적과 도로면적을 독립변수로 결정하였다. 종속변수와 독립변수간의 관계 그래프를 바탕으로 지역별 분류를 통하여 광역시와 시군에 대한 도로시설물 손실함수를 개발하였다. 개발된 도로시설물 손실함수는 재해저감 대책 마련에 필요한 기초정보를 제공함으로써 재해예방 정책 수립을 위한 의사결정 지원에 활용될 것으로 기대한다.

영문 초록

In the event of damage due to heavy rains and typhoons, it is necessary to predict the extent of damage to road facilities that are actively used in disaster situations, for example, for evacuation and movement of recovery supplies. This study intended to develop loss functions for estimating the damage amount of road facilities by utilizing road facilities damage data of National Disaster Management Information System DB and flood trace map. The Korean Reach File (KRF) basin was selected as the scope of damage due to creation of flooded areas, and inundation area and road area of KRF basin were selected as independent variables to take into account the scale of the disaster, regional prevention ability with respect to disasters, and status of road facilities that could sustain damage. Based on the relationship between the dependent and independent variables, loss functions for road facilities were developed for metropolitan cities and counties through regional classification. These loss functions are expected to be utilized to support decision-making in the establishment of the disaster prevention policy by providing the basic information necessary for the preparation of disaster reduction measures.
