국문 초록

최근 이상기후에 의한 집중호우와 태풍 등 풍수해로 인한 피해가 빈번해지고 있으며 피해규모도 증가하고 있는 추세이다. 피해 발생 시 지자체별 관련 지침에 따라 국가재난정보관리시스템(National Disaster Management System, NDMS)을 활용하여 재난상황에 대한 상세한 피해정보를 입력한 후 시군구별로 취합하게 된다. 이 때 입력된 피해이력은 국고지원 기준에 따른 복구대상의 피해 위주의 정보로 실제 발생한 피해와는 상이하다. 따라서, 본 연구에서는 기존의 피해통계와 더불어 실제 피해가 발생한 피해 규모를 파악할 수 있도록 국가재해 Database (DB) 구축 방식을 정하여 효과적으로 활용 가능한 시스템 프로토타입을 개발하였다. 이를 활용하여 재해로 인한 실제적이고 상세한 피해정보를 제공할 수 있을 있는 기반을 마련하게 된다. 또한 국가재해통계 DB 뿐만 아니라 신규 통계항목에 대한 조사입력 관리, 기상자료와 연계한 정보 서비스 등의 활용성을 고려한 시스템 개발로 재난관리 업무의 효율성과 통계 자료로써 다양한 연구 분야 활용성을 증진시킬 것으로 기대된다.

영문 초록

In recent times, the scale of damage caused by wind and floods, such as after heavy rain and typhoons due to abnormal weather, has been increasing. In the event of destruction, the local disaster information management system (NDMS) is used to input detailed damage information on the disaster situation according to relevant guidelines by the local government, which is then collected by the city and the district. At this time, the damage history is based on recovery cost-oriented information according to government-supported criteria. Therefore, in this study, we developed a system prototype that can be used effectively by establishing a national disaster database (DB) to identify the size of damage in addition to existing damage statistics. This system lays the foundation for providing actual and detailed damage information caused by a disaster. In addition, the system is expected to improve the efficiency of disaster management work and the utilization of various research fields as statistical data by considering the utilization of the management of survey inputs of new statistical items as well as the national disaster statistics DB and information service linked to meteorological data.
