국문 초록

최근 국제사회는 해양안보 패러다임 변화의 중요성을 인식하고 있으며, 한반도 주변의 한ㆍ중ㆍ일 국가들은 해양치안의 중요성이 높아짐에 따라 해양자원의 확보와 개발 그리고 해양주권 수호를 위해 최선의 노력을 기울이고 있는 실정이다. 특히 한반도의 주변 국가들은 해양의 가치에 대한 깊은 이해를 바탕으로 공세적인 해양활동을 전개하고 있으며, 자국의 해양관할권 확대와 해양경비 안전강화에 전력을 다하고 있다. 아울러 해양경비 활동 범위를 확대시켜 나가는 추세에 있기 때문에 주변국가의 해양관할권 및 도서 영유권에 대한 갈등은 역사적ㆍ지리적ㆍ국제정치적 과제와 융합되어 더욱더 복잡해지고 있는 상황이다. 해양경찰은 한반도 주변의 안보환경 변화에 따른 해양경찰의 주권수호 활동을 위해 해양 공권력을 강화할 필요가 있으며, 불법 외국어선에 대한 강력한 단속, 해양범죄 진압을 위한 협업체계 마련, 경계 미획정해역에 대한 전략적 순찰활동 등을 적극적으로 수행해야 한다.

영문 초록

Recently, the international community has recognized the importance of changing the maritime security paradigm. Korea, China and Japan on the Korean Peninsula are working to secure and develop marine resources and protect maritime sovereignty as maritime security becomes more important. Thus, neighboring countries on the Korean Peninsula are engaged in offensive maritime activities based on a deep understanding of marine values, and are making efforts to expand their maritime jurisdiction and enhance maritime security. In addition, the maritime jurisdiction of the neighboring countries and conflicts over the territorial boundaries of the neighboring countries are becoming more and more complicated due to the fusion of historical, geographical and international policy problems. The Korean Coast Guard need to strengthen the police power to protect the sovereignty of the marine police according to the change of the security environment around the peninsula. It is necessary to strengthen the crackdown on the illegal foreign ship, establish the cooperation system for suppressing marine crime, Strategic patrol activities should be actively carried out.
