국문 초록

본 논문은 국내개최 국제행사의 증가와 테러환경을 분석하기 위한 것이다. 이를 위해 국제행사와 행사시 예상되는 테러형태, 국내개최 국제행사의 증가와 테러대응, 국내 테러환경 분석 및 평가를 살펴본 후 결론을 도출해본 것이다. 국제행사에서 테러안전대책이야말로 가장 중요한 요소이다. 개최기간 중에 테러나 안전사고 등이 발생할 경우 행사 그 자체가 실패할 뿐만 아니라 많은 생명과 재산이 파괴되고, 궁극적으로는 개최국의 신뢰도 저하를 수반 하기 때문이다. 국제행사시 예상되는 테러로는 ①요인암살테러, ②인질납치테러, ③자살폭탄 및 폭탄테러, ④항공기 납치 및 폭파테러, ⑤차량돌진테러, ⑥무인기테러, ⑦화생방테러, ⑧사이버 테러 등을 들 수 있다. 향후 한국의 국제행사시 우려되는 국내 테러위협은 ①국제 테러집단에 의한 테러, ②다문화사회로의 이행에 의한 자생테러, ③북한의 대남테러 ④난민 유입루트를 통한 테러 등이다. 최근 한국의 국가경제의 발전과 국가위상의 상승으로 인해 다양한 성격의 대규모 국제행사의 한국 개최가 증가하고 있다. 이에 따라 테러 가능성도 증가하면서 테러예방·대응책의 중요성도 더 커지고 있다. 우리는 테러에 대한 단기적·응징적 예방·대응책뿐만 아니라 테러발생의 근본적 해결을 위한 중·장기적 환경조성을 위해 인류사 회와 함께 노력해 나가야 할 것이다.

영문 초록

This paper is to analyze the increase of international events and the analysis of terror environment of the Republic of Korea. To this end, the paper is composed of 5 chapters titled introduction; the expected form of terrorism at international events and events; the increase in domestic opening international events and counterterrorism; the analysis and evaluation of domestic terrorist environment; and conclusion. Terrorist safety measures are the most important factor in international events. This is because, in the event of terrorist attacks or safety accidents during the event, not only does the event itself fail, but also many lives and property are destroyed and eventually the reliability of the host country is reduced. The expected terrorist attacks in international events include: (1) terrorist attacks on important personnel, (2) hostage-taking terrorism, (3) suicide bombing and bombing, (4) aircraft abduction and explosion terrorism, (5) vehicle ramming attack, (6) UAV(drone) terrorism, (7) NBC terrorism, (8) cyber terrorism. Domestic terrorist threats, which are worrisome for Korea s hosted international events in the future, are: ① terrorism by international terrorist groups, ②homegrown terrorism by transition to a multicultural society, ③ terrorism by North Korea, and ④ terrorist attacks through refugee inflow routes. Due to the recent development of South Korea s national economy and the rise of its national status, large-scale international events of diverse nature have increased or decreased in South Korea. As the possibility of terrorism increases, so does the importance of terrorism prevention and countermeasures. We should work together with the human society to create a medium- and long-term environment for the fundamental resolution of terrorism as well as short-term and punitive measures against terrorism.
