국문 초록

본 연구는 2018년 지방선거에 대한 전망이 뚜렷한 상황에서 유권자 투표행태의 특징을 알아보는 것을 목적으로 한다. 특히, 2018년 지방선거에서와 같이 여당의 선거 압승이 예상되는 상황에서 여당에 일체감을 가지고 있는 유권자와 제1야당에 일체감을 가지고 있는 유권자의 특징을 알아보는 것이다. 유권자의 특징을 좀 더 세밀히 알아보기 위해 2018년과는 상반되는 상황이 전개된 2006년 지방선거 즉, 제1야당의 압승이 예상되는 상황에서의 유권자 투표행태도 알아보았다. 분석결과 2006년과 2018년 지방선거를 통해 선거상황이 유리한 정당 지지자들이 보여주는 높은 순수투표 그리고 일관투표를 공통적으로 발견할 수 있었다. 한편, 불리한 상황에 놓인 정당의 지지자들이 결집을 위해 높은 순수투표와 일관투표를 보일 것이라 예상해 볼 수 있지만 그렇지 않다는 점을 알 수 있었다. 이와 함께 여당이 유리한 경우 여당 지지자들이 보여주는 투표 선택은 야당이 유리할 때 야당 지지자들의 투표 선택과는 차이가 있다는 점을 알 수 있었다. 또한, 여당 지지자들이 투표지지 정도는 유리할 때는 여당 및 대통령에 대한 평가에 영향을 받아 결정되지만 불리할 때는 이러한 점이 발견되지 않았다. 반면, 야당 지지자 들의 투표지지 정도는 유리할 때와 불리할 때 상관없이 대통령에 대한 평가와 지지하는 정당에 대한 선호도에 영향을 받고 있다는 점을 발견할 수 있었다. 이러한 결과가 여당과 야당 지지자들이 선거상황에 따라 보여주는 일반적인 투표행태라고 말하기는 힘들다. 또한, 지방선거에서 나타나는 유권자의 특징이 국회의원선거 그리고 대통령선거에서 그대로 나타난다고 보기는 힘들 것이다. 그럼에도 본 연구는 한국 유권자들, 특히 정당일체감을 가지고 있는 유권자들이 보여주는 투표행태의 특징을 선거상황과 연계해서 세밀하게 분석하였다는 점에서 의미가 있다고하겠다.

영문 초록

This study aims at finding characteristics of voters’ behavior when the election outcome is clearly expected. Particularly, the study examines the characteristics of the voters who were identified with the government party and those who were identified with the opposition party are examined when the government party is expected to win by a landslide like the 2018 local elections. In order to look closely at the characteristics of voters, the study investigates voting behavior of the electorate in the 2006 local election where a landslide victory of the main opposition party was expected contrary to the 2018 local election. The results showed that supporters of the party located in a favorable situation had a strong tendency of sincere voting and straight voting in both 2018 and 2006 local elections. On the other hand, it was expected that supporters of the party in a unfavorable situation show high sincere voting and straight voting to rally, but the expectation did not meet. In addition, the results showed when the ruling party was in favor the voting choices of the government party supporters were different from the voting choices of opposition supporters when the opposition party was in favor. It is hard to say that these results are the general voting behavior of party supporters. Nevertheless, the study is very meaningful in terms of that it closely analyzes the characteristics of voting behavior of the Korean electorate, especially those with party identification in relation to election conditions.
