국문 초록

본 연구는 지방정부가 제도적 환경에 어떻게 조응하고 있는지를 지방정부의 정체성 표현에서 실증적으로 확인하고자 하였다. 지방정부가 조직의 재정 및 인력 등의 조직 자원을 사용하지 않으면서도 직접적으로 정체성을 표현할 수 있는 소셜미디어인 트위터의 계정명을 내용분석 함으로써 이를 실증 분석하였다. 분석결과, 지방정부들은 행위자로서 스스로의 정체성을 표현하기위한 노력으로 계정의 주소를 정하는데 있어서 단순한 지역명만을 사용하지 않는 것으로 나타났다. 또한 지역의 정체성을 표현하고자 지역을 직간접적으로 추론하거나 상징화하여 제시하였다. 지역의 정체성을 표현하는 지방정부가 상대적으로 행위자성이 더 부여되거나 스스로 부여하는 지방정부라고 정의한다면, 지방정부의 주요 특성인 재정력 및 규모에서 더 낮거나 작은 지방정부들에서 이러한 시도들이 나타났다는 점은 보다 흥미로운 결과이다. 이러한 결과는 행위자성 의 증대에 따라 조직이 보다 다양한 역할과 기대를 가지고 행동하는 하이퍼 조직 현상이 나타나고 있음을 직접적으로 보여주고 있다. 무엇보다 이러한 시도들이 나타나는 지방정부가 지역의 작은 시군이라는 점 역시 하이퍼 조직에 대한 지방정부 연구의 필요성을 보여준다.

영문 초록

The purpose of this study is to verify empirically how local governments conform to the institutional environment in the expression of local government identity. This study analyzed the contents of twitter account, which is a social media that can express identity directly without using the organizational resources such as financial resources and manpower. As a result of the analysis, the local governments did not use only the local name in the address of the account as an effort to express their identity as an actor. Also, the region was directly or indirectly inferred or symbolized to express local identity. Local governments that express local identities are defined as local governments that are given more acts or are self-imposed, more interesting is the fact that these attempts have been made in lower or smaller local governments, the main feature of local governments, financial power and scale. These results directly show that hyper organization phenomenon that organization behaves with various roles and expectations with the increase of activeness. Above all, the fact that the local government is a small city in the region shows the necessity of local government research on hyper-organization.
