국문 초록

본 연구는 인터넷 보고 양식을 통해 세금을 환급받는 미국의 개인 납세자들의 특성에 대해 분석한다. 납세자들의 세금 환급 보고 양식은 각 개인의 사회경제적 특성에 의해 설명된다. 세금 환급 보고 양식의 장기적 변화를 검토하기 위해, 분 석자료는 미국 국세청에서 제공하는 주(州) 단위 시계열 데이터북을 활용한다. 합동선형회귀, 1차 차분, 그리고 패널모형들에 의한 추정값들은 정부지원 프로그램들을 포함한 인터넷 접근성, 실업률, 빈곤, 소득, 나이 및 인종 등의 특성들이 개 인 납세자들의 세금 환급 보고 양식을 결정한다고 증명한다. 납세순응비용을 줄이기 위해서 개선된 세금자 서비스 및 연말정산 보조프로그램 제공을 포함한 정부정책들이 토의된다.

영문 초록

This study examines electronic filing adoption behavior for U.S. individual taxpayers. Filing behavior is explained by economic and social characteristics. I utilize the longitudinal state-level individual income tax return data from the IRS DataBook to understand a change in adoption behavior over time. The estimates from pooled ordinary least squares, first differences, and state-level panel analysis suggest that better access to the internet, unemployment rates, poverty, income, age, race groups as well as the government assistance programs all affect the adoption behavior. Imporant policy implications such as improving taxpayer service and providing assistance programs to reduce the costs of tax compliance are discussed.
