국문 초록

본고는 산업기술의 포용적 혁신으로 사회적, 산업적, 지역적 포용성의 확대를 통해 포용적 성장에 기여할 수 있다고 판단하고, 포용적 혁신을 확산하고 실천하는데 적정 기술을 토대로 하는 사회적 경제기업의 역할을 제안한다. 기술발전은 경제성장과 경제적 불평등을 동시에 초래하는 원인으로, 경제성장을 주도하고 새로운 일자리를 만든다. 하지만, 기술지식을 습득하지 못한 집단은 직무수행에 필요한 교육과 역량확보 기회가 제한되어 새로운 일자리 진입에 제한되는 결과를 낳았고, 산업 내 기업의 생산성 차이, 지역 간 혁신능력의 집중과 불균형이 새로운 불평등을 초래하였다는 기존논의를 받아들인다. 이를 극복하기 위해 기술과 기술의 적용과정을 포함하는 “혁신”이 필요하고, 정책의 포용적 수행이 요구된다. 이러한 혁신으로 불평등 해소에 기여할 수 있다고 보았다. 포용적 혁신의 확산, 혹은 혁신의 민주화 역할을 지역의 기술기반 사회적 기업이담당할 수 있다고 본다. 적정기술을 활용하는 지역의 기술기반 사회적 경제기업 육성을 위한 연구를 제안하고 있다.

영문 초록

This paper explores on the fact that inclusive innovation of industrial technology can contribute to inclusive growth through expansion of social, industrial, and regional inclusiveness, and suggests a role that social enterprises based on appropriate technology can play to diffuse and execute inclusive innovation. While technological development is the cause of both economic growth and economic inequalities, it also leads economic growth and creates new jobs. However, this paper concurs with the traditional argument that a group that was not able to acquire technical knowledge, had limited opportunities to build one’s capacity and attain necessary education needed to excel in one’s job which resulted in restricting one’s entry to a new job market, and the difference in productivity of enterprises in the industry, concentration and imbalance of regional innovation abilities resulted in new inequalities. In order to overcome this issue, innovation including the technology application process as well as technology itself is needed and inclusive policy implementation is required. It can be observed that innovation contributes to eradicating inequalities. This paper argues that local technology-based social enterprises can play a role in the diffusion of inclusive innovation or the democratization of innovation. It suggests conducting a study on fostering local technology-based social enterprises that adopts appropriate technology.
