신북방 정책을 활용한 여수 광양항의 역할제고와 활성화 방안에 관한 연구

국문 초록

최근 남북 간 대화 재개를 계기로 남북경협 재개에 대한 기대감이 제기되었고, 현 정부는 유라시아 진출교두보를 통하여 한국 경제의 신 성장 동력을 확보하며, 나아가 한반도 평화를 구축하기 위한 신 북방 정책을 추진하고 있다. 한반도를 중심으로 한국 제정세는 인터넷 시대를 실감케 할 만큼 전광석화로 변하고 있으며, 최근 미국의 트럼프의 정책 추진은 불확실성의 시대를 예고하고 있으나, 아베의 신대륙정책, 시진핑의 일대일로, 푸틴의 신동방정책의 접점을 잘 활용하여 한반도의 평화와 신경제 성장을 도모할 필요가 있다. 동북아시아는 갈등과 경쟁체제 속에서 많은 변화를 추구하고 있으며, 이러한 변화 속에서 현재 우리나라의 산업과 기업환경은 많은 어려움이 예견 되고 있으며, 특히, 해운ㆍ항만의 어려움이 가증되고 잇는 실정이다. 미래의 여수ㆍ광양항을 위해서는 현재의 정체성을 탈피하고 향후 100년 후의 성장 항만으로 발돋움하기 위해서는 유기적인 화합과 집중력을 살리고 지속 적인 정책 추진이 필요하다. 신 북방 정책의 본질은 북한을 경유하여 대륙과 연계되는 길을 닦는 것이며, 다양한 부문에서 신 북방 정책에 대해서 논의 가능하고 기본적으로 북한의 개혁과 개방을 견인하는 정책수단이자 대륙진출의 경제공간을 확보 하는 것이며, 물리적으로 상호 연결 될 수 있는 교통로의 확보가 과제일 것이다. 현재의 차단되고 단절된 북방지역과의 연계네트워크 구축을 먼저 하여야 향후 인적ㆍ물적 교류가 이루어지고 북방지역과의 협력도 이루어질 것이다. 인적교류와 상품의 공간적 위치를 아무런 장애 없이 자유롭게 안전하게 이동 시킬 수 있어야 하며, 비용이 저렴하며, 효율적인 교통시스템이 구축되어야만 가능할 것이며, 북한과의 연계에만 그칠 것 이아나라 향후 동아시아 시장 확보와 교류를 위해서는 러시아 극동, 중국동북3성, 몽골 등과도 원활한 교역체계를 구축하고, 앞으로 다양한 교통수단들과 효율적으로 연계되어야한다. 도로ㆍ철도 등 육상 교통로의 연결 외에 해운ㆍ항공 운송 부문까지도 연결되고 대규모 물자 수송을 위해서는 북한의 낙후된 항만과 해운이 개선되어야 할 것이다. 현재 성장정체기에 있는 여수ㆍ광양항은 항만 인프라 확충과 시설현대화(리뉴얼)에 꾸준한 노력을 하고 있는데, 이는 항만의 발전과 성장을 위해서는 지속성을 가지고 조속히 진행되어져야 한다.

영문 초록

With the recent resumption of inter-Korean dialogue, expectations for the resumption of inter-Korean economic cooperation have been raised. The incumbent government is pursuing a new northern policy to secure new growth engines for the Korean economy through a bridgehead in Eurasia and further build peace on the Korean Peninsula. The international situation on the Korean Peninsula is turning into an all-out phenomenon that can make the Internet era a reality, and Trump’s policy promotion in the United States foreshadows an era of uncertainty. However, by taking advantage of Abe’s New Continental Policy, Xi Jinping’s One Belt One Road Policy, and Putin’s New East Policy, it is necessary to utilize the contact points of the Korean Peninsula and promote the peace and the growth of the new economy. Northeast Asia is pursuing a lot of changes in the conflict and competition system, and many difficulties are foreseen in our industry and business environment, especially in the case of maritime and port difficulties. For Yeosu and Gwangyang Port of the future, it is required to maintain an organic harmony and concentration and to pursue a policy in order to break away from their current identity and emerge as a growth port in the next 100 years. The essence of the New Northern Policy will be to pave the road linking with the continent via North Korea, and the task will be to secure a transportation route that can be physically interconnected, as well as a policy tool that can discuss the New Northern Policy in various sectors and drive North Korea’s reform and opening up. Only after establishing a network of links with the currently blocked and disconnected northern regions, the exchanges of human resources and physical materials will be made in the future and cooperation with the northern region will be achieved. It should be possible for human resources exchange and location of goods to move freely and safely without any obstacles, and an efficient and cost-effective transportation system can be established. It is not only for connecting with North Korea but also for securing and exchanging East Asian market, and the Russian Far East, the three northeastern provinces of China, and Mongolia should be linked efficiently with various transportation means in the future. The shipping and air transport sectors will also be linked to the connection of land transport routes such as roads and railways, and North Korea’s outdated ports and shipping will have to be improved for large-scale transportation of goods. Yeosu and Gwangyang ports, which are currently in a growth phase, are making steady efforts to expand port infrastructure and modernize facilities (renewal), and it must be carried out with persistence for the development and growth of ports.
