미국 교원단체의 현황 분석 및 한국에의 시사점

국문 초록

한국의 교원단체는 지나치게 교원의 이익만을 우선시하여 이기적 집단으로 비춰지기도 하고, 시대적 변화를 선도하지 못하고 과거의 구태를 반복한다는 비판을 받고 있는 것도 주지의 사실이지만, 짧은 역사와 어려운 여건 속에서도 교원의 권익 증진과 전문성 신장을 위해 많은 기여를 해왔다고 평가할 수 있다. 이제 한 걸음 더 나아가 교원단체는 교사의 전문성 확보와 학생의 성취도 향상 등 학교의 변화를 통한 공공의 이익(public good)과 교원의 정당한 이익의 확보 사이에 균형과 조화를 이루는 새로운 전략을 필요로 한다. 뿐만 아니라 교원단체는 지식기반사회와 스마트 교육의 시대에 새로운 비전, 철학, 정책 패러다임의 변화를 요구받고 있다고 하겠다. 그런 점에서 본 논문에서는 오랜 기간 교육계는 물론 사회의 제 영역에서 막대한 영향력을 행사하고 있는 미국의 양대 교원노조, 즉 전미교육연합회(NEA)와 미국교원연맹(AFT)의 설립 배경과 변천 과정을 탐색하여 한국 교원단체에 주는 유익한 시사점을 찾고자 한다.

영문 초록

The National Education Association(NEA) and American Federation of Teachers(AFT), the nation`s largest teachers organizations, are committed to advancing the cause of public education. These two big unions work at every level of education- from pre-school to university graduate programs. Their common goals are that every school in America is leveling up student achievement, improving quality of teachers, and remodeling school system. From the 1940s through the 1960s most teachers tended to join the NEA. Due to economic depression and NEA`s bureaucratic operations in the 1970s AFT started to grow and take membership away from the NEA. In reaction the NEA became more politically involved and active, but never as much so as the AFT. To the extent that the AFT is still more militant and more active, One difference is that the AFT tends to act more like a regular union, going on strikes, etc., and the NEA more like a professional organization, less militant in its tactics. On the other hand, AFT tends to be more urban, NEA suburban. When it comes to Korean Teachers Organization, it is time to change from industrial unionism to professional unionism in the knowledge and information society. Also it is time to change the scope of collective bargaining and strategy of union in pursuit of common goals of our society.
