국문 초록

안보리 개혁의 핵심쟁점은 안보리 상임이사국의 팽창이다. 과연 이것이 그들의 권위를 보장하는가? 안보리가 가진 정치성은 국제사회에서 그 귄위를 떨어뜨리게 하는 원인이 되었고 거부권의 남발은 UN의 기능을 거의 마비시켰다. UN이 세계평화와 안전유지라는 고유의 목적에 따라 기능하고 인권, 환경 등 비전통 안보이슈들(non- traditional security issues)에 공감대와 참여를 확산시키고 새로운 해결책을 모색하거나 협력을 촉구하는 글로벌 거버넌스로서 집행권한을 행사하게 될 때 그 권위가 보존될 것이다. UN의 개혁에 대한 논의들을 살펴보면 대부분 민감한 정치적 제도의 틀 안에서 자국의 이익에 부합하는 전략적 선택을 하는 데 그치고 있다. 오늘날 국제사회는 다양한 글로벌 이슈들에 직면하고 있으며 글로벌 상호의존이 절실히 요구되는 때이다. 많은 우려와 비판에도 불구하고 UN은 전쟁의 불법화, 국제평화유지 등에 크게 기여하였다. 글로벌 상호의존의 시대에도 세계평화를 위해서는 규범적 세계질서가 필요하고 UN은 중요한 역할을 수행해야할 것이다. 5개 상임이사국을 포함하여 모든 국가를 만족하게 하는 개혁안은 있을 수 없다. 가장 현실적인 접근으로 UN의 P5가 ‘정치적 단위’이면서 ‘경제적 단위’임을 솔직히 받아들이는 것이 필요하다. 우리가 선택해야 할 것은 더 이상의 혼란과 갈등을 최소화하기 위해 강대국 중심의 국제질서를 인정하되 좀 더 인류모두에게 이로운 규범과 보편적인 가치에 대한 자발적인 인식과 실천이 일어나도록 기능하는 글로벌 거버넌스로서의 UN으로의 개혁이 더 시급하다고 본다.

영문 초록

A key issue in the reform of the Security Council is the expansion of the permanent members of the Security Council. Does this guarantee their authority? The politics of the Security Council has caused it to lose its authority on the international community, and the overstepping of veto has almost paralyzed the function of the UN. Its authority will be preserved when the United Nations exercises executive authority as a global governance that functions in accordance with its own purpose of maintaining world peace and security, spreads consensus and participation in non-traditional security issues such as human rights and the environment, seeks new solutions or urges cooperation. When we look at the discussions on the reform of the United Nations, most of them are only making strategic choices that fit their interests in the framework of sensitive political institutions. Today, the international community is facing a variety of global issues, and global interdependence is urgently required. Despite many concerns and criticisms, the UN has contributed greatly to the illegalization of war and the maintenance of international peace. In the era of global interdependence, for the sake of world peace, the normative world order is necessary and the UN should play an important role. There can be no reforms that will satisfy all countries, including the five permanent members. The most realistic approach is to honestly accept that the UN s P5 is a ‘political unit’and an ‘economic unit’. What we need to choose is a more urgent reform to the United Nations as a global governance that recognizes the international order centered on great powers to minimize further confusion and conflict, but functions to bring about voluntary recognition and practice of norms and universal values that are more beneficial to all mankind.
