국문 초록

본 연구의 목적은 민유삼림(산야) 약도를 중심으로 삼림법의 지적신고에 관해 살펴보고자 함이었다. 연구범위로써 시간적 범위는 1908년부터 현재까지로 하였고, 공간적 범위는 우리나라로 하였으며, 내용적 범위는 민유삼림(산야) 약도를 중심으로 삼림법의 지적신고에 관해 살펴보고자 하는 것으로 한정하였다. 연구방법으로 접근방법은 역사적 접근방법을 사용하였고, 조사 방법은 문헌조사법과 인터넷조사법을 병행하였으며, 분석방법은 기술적(記述的) 분석법을 사용하였다. 연구결과, 지적신고제도의 문제점으로는 첫째, 측량기술 인력이 턱없이 부족한데서 출발한 것을 알 수 있었다. 둘째, 민유임야측량에 따른 규정이 미비하였다. 셋째, 단기간 내에 측량을한 결과, 임야측량의 혼란을 야기하였다. 따라서 이상을 토대로 지적신고제도가 지적계에 미친 영향으로는 첫째, 측량교육이 주변교육(신교육)으로 들어가는 선도적인 역할을 한 것으로 나타 났다. 둘째, 지적측량의 영역구축과 측량문화의 발전에 기여한 것으로 나타났다. 셋째, 측량비를 소유자에게 부담시킨 것으로 나타났다.

영문 초록

This study aimed to explore the cadastral notification in the Act on Forest with a focus on outline maps of the privately owned forest(fields and mountains). As for the scope of time, this study covered the period from 1908 to the present while the spacial scope had the Republic of Korea. By contents, the study set its limit to exploration of the cadastral notification in the Act of Forest with a focus on outline maps of the privately owned forest(mountains and fields). Literature review and internet research were conducted as for research methods while historical approach was applied. As for the analytic methodology, descriptive analysis was conducted. The results revealed problems with the cadastral notification system, which stemmed from extremely insufficient workforce in surveying techniques. Second, the laws and regulations on measurement of the privately owned fields and mountains were insufficient. Third, surveying took place in a very short period of time, which confused measurement of fields and mountains. As for impacts of the cadastral notification system on the cadastral system based on these, first, surveying education was found to have a leading role to enter into the surrounding education. Second, it contributed to construction of the areas in cadastral surveying and development of surveying culture. Third, it was found that surveying payment was imposed on owners.
