국문 초록

통일 후 남북한의 사회복지정책의 핵심은 북한지역의 빈곤, 실업으로 인한 급격한 인구이동(지역내, 남한이주)변화라고 할 수 있다. 단기적으로는 북한경제의 마비로 인한 실업자들과 생계를 위해 대량 남하 이주가 예상될 수 있기에 이에 대한 대응방안과 북한지역 잔류주민들의 사회복지정책 방안이라는 두 가지 틀과 더 나아가 중·장기 북한 지역 주민의 복지정책이 준비 되어야 할 것이다. 이 논문은 통일 후 인구변화로 인해 생겨날 각종 예상문제점들의 대비책에 따른 사회복지 정책 방안을 제시하고자 한다. 독일의 통일 후 인구변동에 따른 사회복지정책의 선험적인 사례를 우선 살펴본 후 인구변화에 따른 한국형 사회복지정책방안을 제시하였다. 통일과정에서 북한지역 잔류주민의 복지지원 대책과 함께 단기적으로는 북한주민의 대량 남하이주가 예상되므로 이주민 수용을 위한 시설 확충과 긴급생활보장대책이 제시 되어야 한다. 중·장기적인 기본방향으로는 ‘일시적 재정지원’ 보다는 궁극적으로 일자리 창출을 통한 이주민들의 자립 및 적응에 역점을 두어야 한다. 또한 정책을 실현하기 위한 재원 조달방안과 법적근거 마련 또한 필요하다고 할 수 있다. 남북한 사회의 혼란을 예방하기 위한 한시적 이주억제 정책적 수단도 필요할 수 있으나 북한 잔류 주민들에게는 자발적인 이주포기를 유도할 수 있는 남한수준의 경제지원 및 복지제도 지원이 필요성을 강조하였다.

영문 초록

The core of the social welfare policy of the two Koreas after unification is the rapid population movement (intra - regional, South Korean migration) due to poverty and unemployment in the North Korean region. In the short term, mass migration can be expected for the livelihood of the unemployed due to the paralysis of the North Korean economy. Two frameworks are needed: countermeasures to this problem and social welfare policies of residents in North Korea. Furthermore, the welfare policies of middle and long-term North Korean residents should be prepared.. After the German unification, we first examined the a priori examples of social welfare policy based on the demographic change, and then suggested the Korean social welfare policy plan according to the demographic change. In the process of unification, North Korean residents should be provided with facilities to accommodate migrants as well as urgent measures to protect their livelihood. This paper aims to establish a social welfare policy plan based on the preparation of various anticipated problems caused by population change after unification. In the medium and long-term basic direction, it is necessary to focus on self-reliance and adaptation of migrants through job creation, rather than temporary financial support . It is also necessary to prepare funding and legal basis to realize the policy. Although it may be necessary to restrict the temporary migration of migrants, it also emphasizes the necessity of economic assistance and welfare system support at the South Korean level to induce voluntary relocation to the North Korean residents.
