국문 초록

본 연구는 북한인권 거버넌스와 관련된 연구들을 재분석함으로써 거버넌스를 통한 북한인권 개선방향과 실천가능한 대안을 제시하는데 그 목적이 있다. 이를 위하여 국내외의 북한인권 거버넌스 활동을 대상으로 한 연구자료, 학위논문, 학술논문, 인권실태보고서, NGO 활동보고서 등을 분석대상으로 메타분석을 실시하였다. 그 분석결과, 북한인권 거버넌스는 보수와 진보집권 정부의 성격에 크게 영향을 받으며 분절된 역할을 수행해 왔다는 점, 대북 인도적 지원분야의 NGO의 재정적 열악성과 정부지원의 의존성이 높다는 점, 북한인권 거버넌스가 북한인권 개선에 실질적인 긍정적 성과를 가져못했다는 점, 북한인권 거버넌스의 역할분담 및 협조체계가 제대로 작동하지 못하 고 있다는 점, 특히 국제사회의 북한인권 거버넌스와의 역할분담과 협조체계가 부재하다는 점, 북한인권 거버넌스 관련된 연구조사들이 학술적 한계를 갖고 있다는 점 등의 특성을 가지고 있는 것으로 나타났다. 이를 기반으로 북한인권 개선을 위한 거버넌스 측면의 추진방향과 정책적 대안을 제시하였다.

영문 초록

The purpose of this study is to suggest ways to improve North Korean human rights through the possible governance alternatives by reanalyzing studies related to North Korean human rights governance. To this end, this research was conducted a meta-analysis on the research data reports, dissertations, academic papers, human rights reports, and NGOs reports on the human rights governance activities in North Korea. As result, North Korea s human rights governance has been largely influenced by the nature of the conservative and progressive government, the financial difficulties of NGOs in North Korea Human Rights and dependence on government support are high, the fact that North Korean human rights governance did not have a positive effect on improving human rights in North Korea, the role sharing and cooperation system of North Korean human rights governance is not functioning properly, in particular, there is no role sharing and cooperation system with the international North Korea human rights governance, and that researches related to North Korean human rights governance have academic limitations. Based on this, the direction of the governance aspect and the policy alternatives for the improvement of human rights in North Korea were suggested.
