기본소득 구상의 기독교윤리적 평가

국문 초록

이 글에서 나는 최근에 전세계적으로 핫 이슈로 떠오른 기본소득 구상을 기독교윤리적 관점에서 분석하고 평가하고자 하였다. 이를 위해 먼저 기본소득 구상이 위기에 처한 케인즈주의적인 복지 모델과 신자유주의적인 노동연계복지 모델을 극복하고 사회국가를 급진적으로 개혁하는 설득력 있는 방안임을 밝혔다. 그 다음, 나는 기본소득 구상의 정당성을 시민권 이론과 정의론의 관점에서 검토하였다. 시민권 이론의 관점에서는 모든 시민에게 실질적 자유를 실현할 기회를 보장하기 위해 기본소득에 대한 권리를 인정해야 한다는 점을 부각시켰고, 정의론의 맥락에서는 최소 수혜자 최대 이익의 원칙을 취하는 평등주의적 관점뿐만 아니라 인간의 존엄성을 위한 기본보장의 기준을 정하려는 비평등주의적 관점에서도 기본소득 구상이 정당화될 수 있음을 밝혔다. 끝으로 나는 노동을 삶을 위한 활동으로 보는 성서의 관점에서 기본소득 구상의 핵심인 노동과 소득의 분리를 용인할 수 있다고 논증하고, 인간의 존엄성과 권리에 대한 인의론적 해석에 근거하여 기본소득 구상이 전제하는 권리와 의무의 비대칭성을 수용하는 데 문제가 없다는 것을 밝히고, 하느님의 정의에 대한 성서의 가르침에 근거하여 기본소득 구상을 지지할 수 있다고 설명했다.

영문 초록

In the article I have analyzed and evaluated the concept of basic income from the perspective of Christian ethics. In the first step I have acknowledged that the concept of basic income presents itself as an alternative to the Neoliberal model of workfare as well as the Keynesian model of welfare and it suggests some plausible programs to reform the social state radically. In the second step I have investigated the legitimacy of the basic income concept from the viewpoint of civic right theory and of justice theory respectively. The right on the basic income could be regarded as a guarantee for real freedom for all. And the concept of basic income is acceptable both for egalitarians who prefer to the leximin principle in the Van Parijsian sense and for non-egalitarians who abide to the principle of basic security for a human life in dignity. In the last step I have argued that the disconnection of labor and income which is the core idea of the basic income scheme could be accepted on the ground of the Biblical understanding of work as activity for life. I have pointed out that the asymmetry of right and duty can be tolerated from a justification-theological interpretation of human dignity and rights. I have made clear that the concept of basic income could be supported from the Biblical understanding of God’s justice.
