제10차 WCC 부산 총회 공식문서『만물을 위한 생명과 정의와 평화 - 행동의 촉구』에 대한 사회윤리적 분석 평가

국문 초록

이 논문에서 나는 제 10차 WCC 부산 총회는 1983 1건 밴쿠버에서 열린 제6차 WCC 총회에 공식문서로 제출된 「만물을 위한 생명과 정의와 평화 행동의 촉구」라는 문서(이하 「문서」)를 분석하고 평가하고자 했다. 먼저, 나는 에큐메니칼 사회윤리의 역사를 배경에 놓고서 「문서」의 형성과정과 내용을 분석하고, 이 문서가 거둔 성과를 평가했다. 「문서」는 1) 에큐메니칼 사회윤리의 역사에서 가난한 사람들의 해방과 정의를 부각시켰던 JPSS 패러다임과 생태계 위기의 극복과 평화의 실현을 인류 공통의 문제로 강조하였던 JPIC 패러다임 사이의 갈등과 대립을 넘어서서 두 패러다임의 통합을 내다볼 수 있는 안목을 보여주었다는 데 그 의의가 있다. 2) 「문서」는 지구화 시대에 점점 더 심각하게 부각되고 있는 가난과 부와 생태계 보전의 문제가 따로 떨어진 문제가 아니라 불가분리적 관계에 있다고 파악하고 총체적인 문제 해결을 촉구하고 있다는 점에서 주목된다. 그러나 「문서」가 가난과 부와 생태계 위기의 연관을 논리적으로 설명하는 설명체계를 명확하게 제시하는데 이르지 못했다는 것은 아쉬운 점이다. 그 다음, 나는 지구화 과정에서 사회적 양극화와 극심한 생태계 파괴를 경험하고 있는 한국 교회의 관점에서 에큐메니칼 사회윤리가 더 숙고하여야 할 세가지 의체들을 제시하고, 이를 「문서」의 후속작업으로 수용할 것을 제안했다. 1) 노동과 자본의 제도적 권력균형 에 바탕을 둔 경제민주화의 실현 방안, 2)대안적 복지체계로서 유연한 시민권에 바탕을 둔 기본소득의 도입, 3) 사회적 가난과 생태계 위기의 연관에 대한 논리적이고 체계적인 분석이 그것이다.

영문 초록

In the article I have analyzed and evaluated 'Economy of Life, Justice, and Peace for All : A Call to Action", an ecumenical document, which was adopted by the Central Committee of the WCC on 19 July 2012 and submitted to the 10th General Assembly of the WCC held 2013 in Busan. First, I have analyzed the formation process and contents of the document on the background of the ecumenical social ethics and articulated some achievements of the document. 1) It is significant that the document presents a viewpoint from which the JPSS and the JPIC paradigm can be integrated. The former has put its primary emphasis on the justice from the standpoint of liberation theology, while the latter has been more concerned about peace and the integrity of creation from a holistic perspective. 2) It is also noteworthy that the document sees deeply into the interrelation of poverty, wealth and ecological crisis. But I have pointed out that the document has not yet presented a logical and systematic explanation of the inter-connectedness of three issues. Second, from the viewpoint of Korean church, which sees itself seriously challenged by social polarization and ecological crisis in the process of globalization, I suggest that the following three agenda should be deliberately discussed further in the ecumenical social ethics in order to develop the document in its historical achievements: 1) an institutional balance of power between labor and capital for the realization of economic democracy, 2) a world-wide introduction of basic income on ground of flexible citizenship, and 3) an logical and systematic analysis of inter-connectedness of poverty and ecological crisis.
