외교대상(target)과 실행체계를 중심으로 본 문화외교의 쟁점과 추이

국문 초록

최근 국제사회가 급변하면서 효과적 문화외교의 필요성이 대두되고 있다. 본 논문은 영국과 독일의 문화외교 체계와 현황, 그에 따른 외교적 특징을 고찰함으로써 한국 문화외교의 나아갈 길을 제시하고자 한다. 문화외교는 힘의 균형을 강조하는 기존의 외교방식과 달리 협력과 공생의 분위기를 조성함으로써 국가에 새로운 설득 방향을 제시한다. 최근에는 과학기술 발전과 지식의 시대가 도래하면서 외교의 대상과 방식에도 변화가 관찰되고 있다. 특히 온라인의 역할이 강화됨에 따라 참여의 다양성과 지식외교의 맥락에서 포럼외교가 새롭게 주목을 받고 있다. 영국의 경우, 브렉시트 결정 이후 국제사회에서 자국의 위상과 영향력이 위축되지 않도록 문화외교에 집중하고 있는 것으로 나타났다. 대중을 비롯해 외교대상의 폭을 다양화했으며, 영국적 가치 확장과 비서구권 차세대 엘리트 그룹의 친영(親英 네트워크 형성도 강조하고 있다. 독일의 경우, 과거사의 부정적인 인식을 바꾸고 유럽 연합의 ‘기관차’ 역할을 유지하려는 의지가 관찰되었다. 독일 역시 대중의 참여를 높였으며, ‘문화 간 대화’, ‘소통’에 집중하는 모습을 보였다. 두 국가의 사례를 분석한 결과, 효과적인 ‘한국형 문화외교’를 위해서는 문화외교의 목적, 대상, 주체 등에서 실질적인 정책 고려가 필요할 것으로 판단된다.

영문 초록

This paper examines British and German cultural diplomacy structure and their diplomatic characteristics developed to meet the needs of cultural diplomacy in the fast changing international society. Unlike traditional diplomacy that emphasizes balance of power, cultural diplomacy suggests a new way of persuasion through promoting cooperation and coexistence. With the recent development of technology and age of knowledge, the target audience and methods of diplomacy have been changing. In particular, as the role of online becomes stronger, diversity of engagement and forum diplomacy have gained much attention. After the Brexit, England has concentrated on cultural diplomacy in order to prevent degeneration of its prominence and decline of influence in international society. The range of diplomacy target has been diversified, insofar as to include the mass public. Furthermore, spreading British values and creating pro-British networks of next generation leaders from non-Western societies have been the main emphasized. In the case of Germany, it strongly wishes to change the negative perception from the history and act as a leading figure of the European Union. Germany, too, has increased engagement of the public, focusing on ‘dialogue between cultures’ and ‘communication’. Thus, in order to implement effective ‘Korean model of cultural diplomacy’, it is necessary to consider material aspects of policy, such as the purpose, target, and actor of cultural diplomacy.
