국문 초록

이 논문은 국제정치경제의 주요 불확실성의 하나인 브렉시트 협상을 분석한다. 구체적으로 1단계 협상을 응집력(cohesiveness)과 효율성(effectiveness)의 기준에서 해부한다. 응집력은 국제협상에 참가하는 한 국가(행위자)가 국내의 상이한 이해관계(정책 선호도)에도 불구하고 국내에서 단일 입장을 마련하여 이를 국제협상에서 대표함을 일컫는다. 효율성은 설정한 목표의 달성으로 정의된다. 응집력과 영국과 EU의 협상 목표(효율성)는 각 종 공식 문서와 언론보도를 종합하여 재구성되었다. EU는 이 두 개 평가 측면에서 높은 점수를 받았지만 영국은 그렇지 못하다. 앞으로 과도기와 탈퇴 후 신관계 협상에서도 EU가 1단계처럼 응집력과 효율성을 유지할 수 있을지 주목된다. 영국은 앞으로의 협상에서도 이 글에서 분석한 국내정치적 요인이 지속될 것이기 때문에 응집력과 효율성 유지가 쉽지 않을 것으로 보인다.

영문 초록

The United Kingdom and the EU27 concluded the first-stage Brexit negotiations in early December 2017. The two sides are to negotiate details on the transition period (implementation period) and a framework for future bilateral relationship in 2018. In this context, this paper aims at analysing the first-stage negotiations on Britain’s withdrawal from the European Union (EU) in light of the cohesiveness and effectiveness. Existing studies remain focused on Brexit’s impact on economy, politics and security in Europe and in Korea, while a very few ones addressed it from two-level game. The originality of the paper lies in its analysis of the first-stage negotiations whether the two sides have maintained cohesiveness effectiveness during the course. It is argued that the EU has remained cohesive and effective during the first stage of the Brexit negotiations, while the UK was not so due to its complicated domestic political situation.
