국문 초록

경기침체로 인한 청년실업률 상승의 원인으로 주목받는 경제·사회의 구조적 문제를 해결하기 위하여 정부와 지자체에서는 새로운 돌파구로 청년창업관련 사업을 진행하고 있다. 본 연구의 목적은 청년창업을 활성화시키기 위한 청년 창업생태계의 요소들을 탐색적으로 고찰하여 청년 창업 활성화 방안을 제시하는 것이다. 본 연구를 위하여 2010년부터 대전광역시와 대전경제통상 진흥원의 청년창업사업을 지원받은 269개 기업을 대상으로 창업지원체계, 창업문화, 인재양성 및 자금지원 등 4가지 요소를 중심으로 대전지역의 청년 창업생태계를 분석하고 청년 창업생태계 활성화를 위한 방향을 제시하고자 하였다. 본 연구의 결과를 요약하면 다음과 같다. 첫째, 대전광역시의 청년 창업지원체계에서 공간지원과 자금지원 및 사업화지원 등에서 우수한 성과를 보인 것으로 분석되었으나 창업교육 등 인재양성 분야에서는 많은 개선이 필요한 것으로 보였다. 둘째, 청년 창업생태계의 장애요인으로는 창업자금 확보를 위한 금융 인프라 부족과 창업성공까지 생계유지를 위한 지원정책의 부족으로 조사되어 자금지원을 위한 금융지원과 창업 전문 교육·멘토링 부문에 많은 관심을 기울여야 할 것으로 판단되었다. 이러한 연구결과로부터 대전 지역청년 창업생태계 활성화를 위해서는 창업수당, 엔젤투자와 크라우드 펀딩 확대, 창업 세금 감면 등 창업성장 단계와 금융지원의 정책을 활성화하는 정책을 제안하고자 한다. 본 연구에서는 지정학적 위치 여건, 풍부한 인적자원 및 협업기관(기업)이 대전지역 청년 창업생태계의 장점으로 분석된바 지역 창업생태계 구성요소 간 연계성 강화를 위한 정책이 우선되어야 한다는 시사점을 도출할 수 있었다. 또한 다양한 창업 금융정책을 통해 청년 창업가가 성공창업에 도달할 때까지 지원 할 수 있는 금융정책을 우선적으로 시행해야 한다는 실무적인 시사점을 얻을 수 있었다.

영문 초록

Due to the economic recession, the national government and the local government significantly have considered the problems of existing economic and social structures that cause the high unemployment rate especially in young adults. For this reason, both governments concentrate on the making polices and business programs for revitalizing entrepreneurship for young adults. The main purpose of this study is to explore the local entrepreneurial ecosystem for revitalizing entrepreneurship in young adults. We utilized a dataset of 269 startup companies supported by the City of Daejeon and Daejeon Business Agency for entrepreneurship for young adults. This paper also provides the revitalization plans of entrepreneurship for young adults through the analysis of local entrepreneurial ecosystem based on four major factors such as start-up support system, start-up culture, training human resource, and financial support. First, the findings show that while there exists a meaningful performance in the infrastructure support, financial support and commercialization support, the performance in training human resource such as entrepreneurship education appears to need some significant improvements. Second, within the context of structural problems for the local entrepreneurial ecosystem, especially for young adult entrepreneurs, the major barrier is the lack of financial infrastructure to secure start-up funds and the supportive policies to keep a livelihood for start-up success. Therefore, there need supporting programs for building a systematic venture capital system and providing professional education programs and mentoring services. In order to revitalize the local entrepreneurial ecosystem, we suggest policy implications that enable the young adult entrepreneurs in Daejeon area to receive benefits for their venture creation activities such as start-up benefits, expansion of angel investment and crowd funding, start-up tax reduction and so on. Moreover, from the findings, we also suggest priority polices for strengthening the linkage among the components of the entrepreneurial ecosystem in Daejeon area within the advantages of geographic conditions, abundant human resources and collaborative organizations. Finally, we have found some practical implications for the financial policies to support young adult entrepreneurs and their successful venture creation activities across the various startup funding policies.
