문래 기계·금속 집적지의 소공인 기술혁신을 위한 협업모델 및 사례에 관한 연구

국문 초록

우리나라 기초제조업 발전에 일익을 담당해 왔던 소공인들이 도시재생, 지속적인 고령화, 3D 업종이라는 사회적 인식 등으로 여러 현실적 어려움에 처해있다. 즉 기술전수의 단절 위기, 신규 인력 채용의 어려움, 그리고 경쟁력 저하로 인한 산업에서의 도태 등 당면한 현안을 해결하기 위해 소공인들의 기술혁신을 위한 협업모델을 제시하고 지속성장을 위한 지원 사업의 정책방안을 제시하는 데 본 연구의 목적이 있다. 본 연구는 도시형소공인 지원 사업을 최초로 운영한 문래지원센터의 수혜기업 382개사를 대상으로 설문조사와 실증분석을 통해 혁신형 소공인 육성방안과 기술혁신을 위한 3가지 협업모델을 제시하였다. 첫째, 중소벤처기업부의 ‘소공인 경쟁력 강화 방안’에서 제시한 두 가지 유형 단계별 육성전략 중 “일반형→이익창출형→성장형”이 문래 동 기계금속 집적지에 적합한 것을 확인하였다. 둘째, 문래동 기계·금속 소공인의 중장기 발전로드맵의 핵심 비전인 ‘세계적인 시제품 제작 집적지로의 전환’과 보조를 맞추어 시제품 제작 대응을 위한 협업모델로 아메바형 협업모델을 제시하였다. 셋째, 소공인의 지속성장을 위한 일곱가지 정책제언을 하였다. 이러한 연구결과가 기존 정책의 사각지대에 놓여 있던 소공인들에게 자생력, 경쟁력을 심어주고 나아가 기술혁신을 위한 협업모델들이 발굴·육성되어 소공인들이 지속 성장하는데 기여하기를 바란다.

영문 초록

MME(Micro Manufacturing Enterprise)s which have been responsible for the development of the basic manufacturing industry in Korea, are faced with various practical difficulties due to urban regeneration, continuous aging, and social awareness of the 3D sector. Accordingly, the goal of this study is to present a cooperative model for innovation of MMEs and suggest the policy recommendations of support projects for sustainable growth by resolving the pending issues such as the crisis of technology transfer, difficulty of recruiting new workers, and the failure of the competitiveness. We presented three collaborative models for developing innovative MMEs and technology innovation through a survey and empirical analysis of 382 companies that were selected and supported by the Mullae special support center for MMEs. First, among the two types of promotion strategies presented in plans to strengthen the competitiveness of MMEs’ of the Ministry of SMEs and Start-ups , general type → profitability type → growth type was confirmed to be suitable for mechanical metal accumulation in Mullae-dong. Second, the amoeba-type collaboration model was presented as a collaborative model for prototyping response in step with Mullae machining Valley s core vision of the long-term development road map, Transition to Global Prototyping Sites. Third, seven policy recommendations were made for the sustainable growth of MMEs. We hope that these findings would give the MMEs self-reliance and competitiveness in the blind spot for the present support policy and further help them to find and foster cooperative models for technological innovation.
