판교 스타트업 생태계 활성화를 위한 정책적 함의에 관한 연구

국문 초록

판교는 ‘16년 스타트업캠퍼스 건립 이후 스타트업과 지원기관이 집적하면서 공공의 주도로 스 타트업 생태계가 조성되었다. 지자체와 정부정책의 일환으로 판교 스타트업 생태계가 단기간에 조성됨에 따라 스타트업과 관련 기관과의 원활한 협력과 생태계의 질적 성장이 필요한 시점이다. 본 연구의 목적은 혁신클러스터 내 공공주도로 조성된 판교 스타트업 생태계의 장점과 한계점을 파악함으로써 생태계 활성화를 위한 지원정책에 관한 시사점을 제안하는 것이다. 이에 본 연구는 판교 스타트업 생태계 현황에 대한 자료를 수집하고 정부, 스타트업, 지원기관 등 혁신주체와 역할에 대하여 종합적으로 분석하였다. 또한 스타트업 인터뷰와 지원기관 집단심층면접을 통하여 판교 스타트업 생태계의 장점과 한계점은 무엇이며 이를 극복하기 위한 정책지원 요소는 무엇인지에 관하여 정책적 함의를 도출하였다. 그 결과 판교 스타트업 생태계의 장점은 우수한 스타트업 지원환경과 혁신기반, 혁신주체간의 지리적 집적으로 인한 정보공유, 인력확보의 용이성을 들 수 있다. 반면 공공주도의 판교 스타트업은 선도기업과 스타트업과의 협력 및 연계 부족, 제한적인 민간 참여, 지원기관 간 정보공유의 어려움, 지원사업 중복, 단기적인 지원사업 운영 등의 한계점을 가지고 있었다. 이를 기반으로 본 연구에서는 판교 스타트업 생태계를 활성화를 위하여 첫째, 첨단기술 분야 스타트업의 지속적인 유입 촉진과 협력 활성화, 둘째, 부족한 혁신기반 확충을 위한 제도적 기반마련, 셋째, 정부와 지자체의 정책협력을 통한 중장기 적인 지원, 넷째, 스타트업 지원의 오픈 플랫폼 구축, 다섯째, 코워킹스페이스 조성을 통한 네트워크 활성화를 공공정책 측면에서 제안한다.

영문 초록

Since the establishment of the startup campus in 2016, Pangyo has created a start-up ecosystem led by public startups and support institutions. As the Pangyo startup ecosystem is established in a short period of time as part of local governments and government policies, it is time for smooth cooperation between startups and related organizations and quality growth of ecosystem. The purpose of this study is to suggest the implications for support policy for ecosystem activation by analyzing the advantages and limitations of Pangyo startup ecosystem. This study collects data on the status of the Pangyo startup ecosystem and analyzes the subjects and roles of innovation such as government, startup, and support institutions in a comprehensive manner. In addition, through the focus group interviews of startups and support institutions, the policy implications are derived based on analyzing the merits and limitations of the Pangyo startup ecosystem, including the policy support factors to overcome the limitations. As a result, the advantages of the Pangyo startup ecosystem are excellent startup support environment, innovation base, information sharing due to geographical integration between innovators, and ease of manpower securing. On the other hand, public-led Pangyo startups ecosystem had limitations such as lack of cooperation and linkage with the startup companies, limited private participation, difficulties in sharing information between support agencies, duplication of support projects and short-term support project operation. In order to activate the Pangyo startup ecosystem, this study presents the following recommendations: promoting the continuous inflow of startups of high technology and cooperation, establishing institutional basis for expansion of insufficient innovation base, mid-term and long-term support through the creation of open spaces, the establishment of an open platform for startup support, and the promotion of networks through the creation of coworking spaces.
