국가의지(國家意志)와 역사교과서의 정치화 2018년 중국 중학교 역사교과서의 현대사 서술 –

국문 초록

중국은 2016년 가을학기에 현행대로 9종의 역사교과서가 출판하였지만 2017년 가을학 기에 입학하는 신입생부터 교육부에서 주도하여 편찬한 인민교육출판사의 단일 교과서를 사용하도록 결정하였다. 중국정부는 교과서를 국가의지(國家意志)를 체현하는 수단으로 보고 있고, 교과서의 편찬도 국가의 권리라는 인식을 가지고 있다. 이러한 인식 속에서 중국은 국가의지를 관철하기 위하여 중고등학교와 대학교의 역사 교과서를 모두 단일한 국정교과서로 편찬하려 하고 있다. 2018년 중국역사교과서는 개혁 개방 이후 중국공산당의 역대 전국대표대회와 지도자들의 사상을 비교적 자세하게 소개하고 있다. 2004년 역사교과서들은 중국공산당 11기 3중전 회와 덩샤오핑의 이론을 소개하였지만 2018년 교과서는 덩샤오핑이론과 더불어 장쩌민의 “3 개 대표” 중요사상, 후진타오의 과학적인 발전관, 시진핑의 신 시대 중국특색의 사회주의 사상과 중국공산당 전국대표대회를 소개하고 있다. 2018년 중국역사 교과서는 시진핑정부의 중국의 꿈과 “두개의 백년” 분투목표, “네개 전면”, 반부패 투쟁, 신 발전이념(新發展理念), “일대일로” 등의 정책을 비교적 자세하게 설명하고 있다. 중국의 역사교과서는 중국근대사의 고난과 투쟁을 중국현대사의 “부흥”과 대비시키고 있으며, 중국공산당이 인민을 지도하여 중국을 “부흥의 길”로 이끌었고 부강한 중국이라는 “중 국의 꿈”을 실현시켜가고 있다는 점을 강조하고 있다. 중국의 국정 역사교과서는 중국공산당 당대회와 지도자의 사상과 정책을 위주로 서술하는 등 과도하게 정치화하고 있는 것으로 보인다.

영문 초록

China published 9 kinds of history textbooks for the autumn semester in 2016 as currently, but from the freshmen beginning in the autumn semester in 2017 determined the use of the Education Ministry led compiled single history book of the People Education Press. The 2018 Chinese history textbook presents the post reform/opening various National Congresses of the Communist Party of China and the leaders thoughts relatively in detail. 2004 history textbooks presented 11th 3rd National Congress of the Communist Party of China and Deng Xiaoping s theories, while the 2018 history textbook presents the three principal thoughts of Jiang Zemin along with Deng Xiaoping, Hu Jintao s viewpoint of scientific development, Xi Jinping s new era socialism and thoughts of Chinese characteristics, and the National Congress of the Communist Party of China. The 2018 Chinese history textbook presents a relatively detailed explanation of the Xi Jingping government s Chinese dream, two hundred struggle goal, four fronts, anti corruption struggle, new development ideology, and Belt and Road Initiative, among other policies. Chinese history textbooks contrast the hardships and struggles of modern Chinese history with the revival of modern Chinese history, and emphasize that the Chinese Communist Party guided the people, leading them into the “way of revival”, while it is realizing the Chinese dream of a strong China. The Chinese state run history textbook focuses on the description of the National Congress of the Communist Party of China and the leaders thoughts and policies, thus presumably excessively politicizing the textbook.
