대학 법인화 정책의 발전방향 탐색: 서울대학교 법인화의 성과와 과제를 중심으로

국문 초록

본 연구는 그동안 우리나라 국립대학 발전을 위한 하나의 모형으로서 국립대 법인화가 걸어 온 길을 추적하여 성과와 과제를 밝히고, 현재 국립대법인 대학으로 운영되고 있는 대학이 그전환 취지에 부합하는 발전을 도모하는데 필요한 방향을 탐색하는데 목적이 있다. 국립대학 법인화 논의는 국립대학을 자율성을 강화하여 운영의 효율성 제고를 통해 경쟁력을 강화하려는 정부의 제안에 대해 이에 동조하는 옹호론자들에 의해 촉발되었다. 그러나 현재 법인대학의 유지 관리에 초점을 맞추고 있는 법인화 정책은 선도모델의 성공적 정착을 통한 확산이라는 애초의 기대와 달리 진행되고 있다. 본 연구에서는 법인대학 추진과정에서 나타난 그간의 운영 성과와 개선과제들에 대한 분석과 종합을 바탕으로 발전방향을 ① 국립대법인 대학들에 대한 운영성과 평가를 다양한 기준과 방법을 적용하여 법인화 정책의 공과 제시, ② 정부와 대학은 법인화 정책의 본질에 충실, ③ 법인대학 전환과정에서 불거진 현안들에 대한 공동체적 해소를 통한 모범 적이면서 독립적인 법인대학의 정체성 확보, ④ 학내외 구성원들과의 합리적인 소통체제의 구축 등으로 제시하였다.

영문 초록

The purpose of this study is to investigate the performances and tasks of national university incorporation as a model for its development and to explore directions for comforting its essential ideas to change national universities into incorporative universities, The idea on the incorporation of national university was raised by advocate groups who took the positive actions for the governmental proposal that strengthened the competitiveness of higher education through hightening the efficiency of institutional operation with the autonomy of national university. But, the policy for the incorporation of national university has appeared differently to its initial expectation to diffuse its leading model for higher education development into the other national universities. The policy has focused on the maintenance and management of incorporated universities. Based on analyzing and synthesizing the performances and tasks appeared in the incorporation of national universities, this study suggests future directions for developing incorporative universities as the followings: (1) to suggest the identification of positive and negative effects of the incorporation policy through adopting various methods and criteria to evaluate operation outcomes of incorporative universities, (2) to comfort the essence of incorporation policy from the government and incorporative universities, (3) to secure the identification of incorporative university through communal approach to resolving conflicts among its interest groups, and (4) to construct communicative channels between incampus stakeholders.
