국문 초록

연구목적: 본 연구는 무역기술장벽(TBT) 극복을 위한 기술규제에 대한 접근에 있어 우리나라의 대응 경험과 성과를 바탕으로 TBT 이의신청 대응을 위한 방어적 차원에서의 정부의 역량제고를 위한 TBT 전략프레임워크와 프로토타입을 제시하는데 연구 목적이 있다. 논문구성/논리: 본 연구는 전체 다섯 장으로 구성되어 있다. 첫 번째 장에서는 본 연구의 배경과 목적을 설명하며, 다음 두 번째 장에서는 TBT 개념과 국내 기술규제 대응사례를 살펴보고 세 번째 장에서는 연구모델과 접근방법을 제시하며, 네 번째 장에서는 TBT 이의신청 대응을 위한 전략프레임워크와 이를 바탕으로 한 프로토타입을 제시함으로써 대응전략을 위한 구체적인 시사점을 제시하며, 마지막 장에서는 연구의 결론 및 시사점 그리고 향후 연구방향을 제시한다. 결과: 본 연구에서는 TBT 극복을 위한 기술규제에 대한 접근에 있어 우리나라의 대응 경험과 성과, 그리고 사례를 바탕으로 TBT 이의신청에 대한 효과적인 대응을 위한 전략을 제시하였다. 구체적으로, WTO/TBT 협정원칙 및 TBT 대응관련 사례와 경험에 기반하여 TBT 의사결정과정에서 중요한 2가지 차원인 문제인식과 해결요소를 도출하고, 이를 바탕으로 효과적인 대응을 가능하게 하는 3X3 전략매트릭스를 제시하였다. 또한, TBT 대응 프로토타입을 제시함으로써 구체적이고 실제적인 대응전략과 시스템 구축방향을 제시하였다. 독창성/가치: 본 연구에서는 TBT 극복을 위한 기술규제에 대해 수입과 관련된 이의신청 대응전략을 구체적으로 제시하였다는 점에서 연구의 독창성이 있다. 특히, 기존연구와는 다르게 이의신청 대응을 위한 과정에서의 핵심 의사결정 요소를 바탕으로 개념적 전략 프레임워크를 도출함으로써 정부 등 관련기관이 실제적인 TBT 대응시스템을 구축할 수 있는 기회를 제공해 준다는 점에 연구의 의의가 있다.

영문 초록

Purpose: This study highlights Korea’s response and achievements in overcoming technical barriers to trade (TBT). The purpose of this paper is to suggest a strategic framework and prototype for enhancing government competencies in addressing the TBT-related issues focused on defense operations. Composition/Logic: This paper is composed of five sections. In the first, we explain the background and purpose of this study. In the second section, we review the cases of TBT and domestic regulations relating to it. In the third section, the research model is described. In the fourth section, we draw a strategic framework for addressing TBT response operations based on the WTO/TBT principle. In the fifth and final section, we draw conclusions and discuss policy implications that improve strategy formulation and implementation regarding TBT defense operations. Findings: The results of this paper show the way of implementing strategies for a technical regulation response system based on WTO/TBT principle and TBT-related cases. Based on the two dimensions of problem identification and problem solving, we suggest 3x3 matrix as a strategic framework for effectively addressing TBT defense operations. Additionally, we suggest a prototype for implementing a practical system with strategic implications. Originality/Value: This paper deals with the method for overcoming TBT defense operations. The novelty of this paper is that it draws critical elements in TBT-related issues and provides a strategic framework for allowing stakeholders including government officials to effectively implement a practical system for TBT defense operations.
