국문 초록

미국에도 역시 처음이자 마지막으로 군사 쿠데타 사건이 있었다. 1783년 3월 뉴버그 쿠데타음모미수사건이 그것이다. 당시 미국은 대륙회의와 연합정부가 적법한 시민정부로 구성되어 있었다. 미국은 영국으로부터 독립을 쟁취하기 위해 8년간 전쟁을 하고 있었고 전쟁의 막바지에 이르러 일단의 대륙군 장교들이 시민정부를 무시하는 일종의 군사 쿠데타 음모사건을 일으켰다. 본 논문의 목적은 뉴버그 쿠데타음모사건에 대한 배경과 실체를 소개하고자 한다. 나아가 이 사건의 주요 논쟁점이 되었던 내용 - 뉴버그에서의 군인들의 행위가 군사 쿠데타를 위한 것인가? 아니면 국가의 정의와 명예를 위한 것인가? - 에 대한 견해를 밝히고자 한다. 또한 이 사건이 그 후의 미국역사에 어떠한 영향을 미쳤는가도 살펴보고자 한 것이다. 이를 위해 먼저 음모사건의 정치, 군사, 외교적, 특히 경제적 배경을 살펴보았다. 이중에서 당시 경제적 배경은 이 사건을 이해하는데 중요한 의미를 가지고 있음을 알 수 있다. 전쟁이 막바지에 이르러 13개로 이루어진 각 국가는 더 이상 전쟁 부담금을 부담하지 않는 입장에서 이른바 국고는 바닥에 이르렀다. 전쟁기에 군인들은 몇 년간 봉급을 받지 못했고 1780년에 약속받은 연금마저 불투명하게 되어 갔다. 이런 상황에서 이른바 연방주의자들은 연방의 힘이 각 국가의 힘보다 작은 데서 경제악화의 이유를 찾았다. 이를 해결하기 위해 연방주의자들은 대륙회의와 연방정부에 관세를 거둘 수 있는 권한을 주고자 했다. 하지만 로드 아일랜드를 비롯한 몇몇 국가가 이를 강하게 반대하여 관세가 법으로 만들어 질 수가 없었다. 결국 연방주의자들은 불만을 가지고 있는 군대의 힘을 이용하여 관세법안을 통과시키려고 했다. 하지만 이 조치는 위험한 이중게임이었다. 이 조치는 만약 잘못하게 되면 군사 쿠데타로 발전할 수 있기 때문이었다. 독립군 총사령관 워싱턴은 군대 내에서 쿠데타 음모가 꾸며지고 있는가를 알고 있었다. 1783년 3월 15일 쿠데타를 주도하고 있는 게이츠 도당과 여러 장교들 앞에서 워싱턴은 다음과 같이 말했다. 여러분! 내가 안경을 쓰는 것을 허락해 주시기 바랍니다. 조국을 위해 봉사하는 동안 머리도 희어지고 눈도 잘 보이지 않게 되었습니다. 이 꾸밈없고 솔직한 말 한마디가 쿠데타를 미수에 그치도록 만들었다. 그리고 전쟁이 끝나고 워싱턴은 권력을 민간정부에 다시 돌려주었다. 이 사건은 미국이 역사를 통해 단 한 번도 군이 시민정부보다 우위에 있지 않는 전통, 위대한 전통을 만들었다.

영문 초록

There was also a military coup case in even the United States. That is Newburgh conspiracy coup attempted in 1783. At the time, the United States was consisted of a legitimate civil government with the Continental Congress and the Confederation. The United States had been the eight years of war in order to win independence from the British and the several Continental officers caused a military coup plot to ignore the civil government. The purpose of this paper is to introduce the background and the reality of Newburgh coup plot. Furthermore, this paper presents views on the following controversial points in this case: were the military actions in Newburgh for the military coup? Or were they for justice and honor of the country? Finally, this paper explores the impact of this event on the following American history. To this end, I first examined political, military, diplomatic and particularly economic backgrounds. It can be seen that the economic background has important implications for understanding the case. At the end of the war 13 states did not further burden the war contribution and the national treasury reached the bottom. Soldiers did not receive salaries for a long time and also were opaque to the state pension promised. In this situation, the so-called Nationalists(Federalists) sought the reason for the economic deterioration from the fact that the power of confederation was weaker than the forces of the States. To solve this problem, Nationalists wanted to give the right to reap the import to the continental Congress and the Confederation. However, the import could not be made into a law since several states including the rhode Island were strongly against it. Eventually the Nationalists tried to make an import law using the power of the army with their complaints. But this action was a dangerous double game. If it is incorrect, this had the potential to develop into a coup. The Commander-in-Chief George Washington knew the plot was decorated in a military coup. Washington said to Gates clique and several officers on March 15, 1783: Gentlemen, you will permit me to put on my spectacles, for I have not only grown gray but almost blind in the service of my country. The conspiracy was not realized into a military coup due to these unaffected and honest words. And after the war, Washington has given the power back to the civilian government. This made a great tradition that the military has never been superior to a civil government in American history.
