부시행정부의 대북인권정책 - 북한인권법과 민주주의증진법을 중심으로

국문 초록

부시 2기 행정부는 자유와 민주주의 확산을 대외정책 기조로 제시하고 있는 바, 미국이 주도하는 세계질서를 안정적으로 관리하기 위해 ‘인권’ 이 핵심적인 가치로 크게 부상하고 있다. 2004년 북한인권법 제정, 2005년 민주주의증진법 발의 등 미 의회차원에서 북한인권개선을 위한 구체적 조치가 취해지고 있다. 의회와 네오콘 등을 중심으로 북한인권에 대한 여론이 조성되는 가운데, 부시행정부도 북한인권문제를 중요한 의제로 설정하고 대북정책을 추진하고 있다. 본 논문에서는 부시 행정부의 대북인권정책을 분석하고 한반도에 미칠 영향을 분석하고 있다. 먼저, 북한인권문제와 관련하여 악의 축, 폭정의 전초기지, 범죄정권, 위험한 정권 등 북한체제에 대한 부시행정부의 인식을 살펴보고 있다. 다음으로 레프코위츠 북한인권특사의 임명, 국무부의 보고서 제출, 북한인권국 제대회의 개최 등 북한인권법이 구체적으로 시행되고 있는 바, 북한인권법을 토대로 한 미국의 인권정책의 추진 방향과 현황을 살펴보고 있다. 아울러 현재 미 의회에서 심의 중에 있는 민주주의증진법이 대북인권정책에 미칠 영향을 도출해내고 있다. 끝으로 미국의 대북인권정책이 한반도에 미칠 영향과 관련하여 체제안보적 관점에서 강력하게 반발하고 있는 북한의 대응을 중심으로 살펴보고 있다.

영문 초록

The second Bush Administration is indicating the spread of freedom and democracy as the basis of foreign policy and the human rights issue has greatly risen as the core value to manage the US-led world order steadily. Like the North Korean Human Rights Act of 2004 enactment and the proposal of Advance Democracy Act of 2005, there are specific measures for the improvement of North Korean human rights at the congressional level. As the public opinion, led by the Congress and the Neo-cons, regarding the North Korean human rights, is forming, the Bush Administration has established the North Korean human rights issue as an important agenda in promoting policy toward North Korea. This paper will analyse the Bush Administration s policy toward North Korean human rights and its effects on the Korean Peninsula. First of all, in relation to the issue of North Korean human rights, this paper examines the Bush Administration s perception toward North Korea, as shown by the comments axis of evil, outpost of tyranny, criminal regime, and dangerous regime. Next, as the North Korean Human Rights Act is taken into effect by the appointment Jay P. Lefkowitz as the special envoy on North Korean human rights, submission of State Department s Annual Report, and the opening of North Korean Human Rights Conference, this paper examines the promoting direction and the current state of human rights policy by the United States, with the North Korean Human Rights Act as the basis. In addition, this paper deduces the effects Advance Democracy Act of 2005, under review by the Congress, will have on the policy toward North Korean human rights. Finally, this paper examines North Korea s confrontation, resisting from a regime security standpoint, in relation to the effects US policy toward North Korean human rights will have on the Korean Peninsula.
