태평양전쟁기 미국의 전후 대일∙대한정책 및 점령통치 구상: 이중적 대립축과 그 전환

국문 초록

본 연구는 태평양전쟁기 극동정책 형성과정을 중심으로, 전후 일본 및 한국 정책 입안에 관여한 인물들의 존재와 상호 관계, 그들의 대일 및 대한 인식 등을 분석한 것이다. 여기서 본 논문이 주목한 측면은 전후 미국의 동아시아 전략을 축으로한 전시기의 구상이나 계획들, 그리고 이를 둘러싼 정책형성과정에 있어서 정책입안자들의 인식의 기저에 두 개의 대립축이 존재하였다는 점이다. ‘패전국 일본에 대한 민주화 개혁과 식민지 조선에 대한 억압통치’는 민주주의와 파시즘의 대립구도로부터 미국과 소련을 중심으로 한 자본주의와 공산주의의 대립구도라는 두 대립축의 역학관계의 변용이 전후 미국의 동아시아 전략에 있어서의‘선택과 배제’의 대상을 변화시켜나간 결과였던 것이다. 한국에 대해‘자치능력의 부재’를 이유로 민족자결과 즉시독립이라는 한국인의 요구를 유보하는 신탁통치정책의 기정사실화방침은 태평양전쟁 초기의 반파시즘의 축에서 점차 반공(반소련)의 축으로 역학관계가 이동∙전환되어가는 대립축의 변동에 연동한 결과였다. 본고에서 볼튼(H.Borton)의 활동이 분석의 중심에 두어지는 것은 바로 그가 이러한 대립축의 역동 적 변용의 양상과 궤를 같이 하는 흥미로운 전형이라는 점에서이다.

영문 초록

This research studies American policy-makers who participated in creating policies of the U.S. toward Japan and Korea after the Pacific War, the relation between them, and their thoughts on two countries in the Far East, focusing especially on the overall American Far East policy during the Pacific War. The point that I attracted in this paper is that there existed two opposing axes in their view on planning and designing America’s post war East Asia strategy. Indeed, after the World War II, the collision between democracy and fascism during the war turned into another tension between the democratic camp in the U.S and the communist camp in USSR. This transformation led two powers to opt out their minor concern and choose a better option in the Far East. Under this background, the Far East policy, ‘democratization of vanquished Japan and oppressive control on newly liberated Korean peninsula’ was formulated in the US foreign policy making circle. The decision on trusteeship in Korea peninsula caused by so called ‘inability of autonomy’, which ignored the desire for self determination and an immediate autonomy of Korean people, was the result of the transformation from anti Fascism into anti Communism in American perspective. Borton is a typical and interesting example that we can notice during this transformation. This is why this research pays attention to Borton’s work.
