국문 초록

이 연구는 2000년대 이후 현재화되고 격화된 동북아 해양영토분쟁 사례의 주요 원인과 특성을 분석하는 것이다. 분석의 필요상 다음 세 가지 분석변수를 설정한다. 즉, 동북아 영토분쟁 각 사례의 역사적 연원 핵심사항, 일본의 중국, 러시아 및 한국과의 정치경제관계의 구조적 변화, 해양 영토분쟁에 있어서의 해양자원의 변수이다. 동북아시아 해양 영토분쟁은 2000 년대 이후 중일, 러일, 한일 사례를 막론하고 현재화되고 악화된 상황이다. 중일 해양영토분쟁은 덩샤오핑의‘차세대 해결론’으로서 1978년도 이후 잠재화되어 왔는데 2005년을 시점으로 해양자원 개발과 관련하여 갈등이 분출했다. 러일 간의 북방4도의 영토분쟁에서 푸틴 러시아정부는 하보마이, 시코탄의 2도 반환도 의무적이 아니라며 강변했으며, 기존의 일본정부의 주장, 즉‘4도 일괄반환론’이나‘2도 반환, 2도 영토주권의 명기’라는 하시모토안에 비판적이다. 한일관계 역시 일본이 지속적으로 독도를 방위백서와 외교청서에 자국영토로서 명기하고 일본군 위안부문제가 증폭됨에 따라 2006년에 이어 2012년에 갈등이 매우 격화된 모습이다.

영문 초록

This paper aims to analyze the historical issues and characteristics of the revelation of Northeast Asia’s marine territory disputes. This study will try to establish three analytical variables for the necessities of analysis. They are such variables as historical roots, the structural changes of mutual foreign relationship, and marine resource problems. Recently, Northeast Asia’s marine territory disputes tend to be revealed and deteriorated since 2000 despite any cases. Japan-China cases, for example, Senkaku islands(Diaoyu islands) disputes in East China Sea have been deteriorated in relation to marine resource problems since 2005. Those disputes or phenomena have a special meaning, the conversion of ‘the solution by next generation’ originated by Deng Xiaoping. Russian government ruled by president Vladimir Putin took more conservative views in the Northern Territory problems. Putin was completely opposite to reconciliation policy like 90’s Yeltsin eras. Dokdo islands conflicts in Korea-Japan relations have been also critical and deteriorated. In particular, Korean president Lee Myung-Bak took such a serious political decision as Dokdo islands visit in August 2012. That decision made the political leaders of both countries run the dangerous political choice apparently. On the background of that decision, there were such causes as Japan’s uncorrect historical recognition, paradigm changes of mutual relationships, and marine resource problems.
