국문 초록

본 연구는 향후 동북아가 어떠한 형태의 지역질서로 변화할 것인지에 대해 전망하고, 이에 대응하는 한국의 생존과 발전을 위한 전략을 모색하고자 한다. 냉전이 종식된 지 20여년이 지난 현재 동북아의 현실은 다시 한번 혼란과 동요의 시기에 접어들고 있으며, 향후 지역질서의 재편 방향에 따라 한반도의 운명도 결정될 것으로 보인다. 특히 한국을 포함한 주변 4강 의 리더십이 교체된 지금 각국의 대외전략이 새로이 정립된다는 점에서 매우 중요한 시기라고 할 수 있다. 동북아 지역질서의 재편방향을 분석하는데 있어 중요한 것은 역내 역학 관계의 변화이다. 특히 동북아지역은 역내국가간 다자주의 협력기제가 존재하지 않고 힘에 의해 질서가 변동되는 세력균형체제를 벗어나지 못하고 있기 때문에, 유럽 등 다자협력이 안정화된 지역에 비해 역내 힘의 배분구조 및 그 변화가 매우 중요하다. 동북아 역학관계의 변화를 이끌고 있는 가 장 큰 핵심요인으로 중국의 부상과 미국의 상대적 약화를 먼저 지적할 수 있다. 새로운 동북아 지역질서 아키텍처에서 결국 미국과 중국의 전략이 가장 중요한 요소가 될 것인바, 미중간 패권 경쟁과 이를 위한 지역질서 구축 경쟁이 첨예하게 맞부딪히는 전략적 접점에 위치하고 있는 한국으로서는 동북아 역학관계의 변화에 대해 면밀히 분석하고 이를 토대로 장기적인 발전전략을 모색해야 할 것이다.

영문 초록

This research tries to find out Korea’s strategy for the survival and future development, based on the prediction about the orientation of changing order in Northeast Asia. The reality of this region still faces the era of chaos and disturbance even though the cold war has been ended. The fate of Korean Peninsula will be determined depending on the future restructure of regional order. Most of all, it is very important strategic period in the context of regional order that new leaderships surfaced on the international stage in the four superpowers surrounding the Korean Peninsula and two Koreas in the year of 2012. The shift of power dynamics within this region is of importance in analysis to restructuring aspects of regional order. Compared to Europe, which has already progressed the regional multilateral cooperation, there hasn’t been existed reliable multilateral cooperation mechanism. Instead, the peculiar regional system for balance of power, which the order has mostly been fluctuated by power, has been continued within Northeast Asian region. Recently the core factor which gives rise to the shift of power structure in this region is closely related to the rise of China and shrinking of the U.S.’s hegemony. These changing aspects of the strategies of the U.S. and China will be important for new Northeast Asian architecture more than anything. Korea is located in the forefront of the intense competition and structural tension of the U.S. and China who are respectively seeking favorable architecture. Thus depending on how it will make a strategy based on the accurate perception about the power dynamics, Korea will play significant roles to restructure the regional order in Northeast Asia.
