민간 장학재단 학자금 지원 사업의 현황 및 실태 분석

국문 초록

본 연구는 민간 장학재단에서 운영하고 있는 학자금 지원 사업의 운영 현황 및 실태를 재정의 안정성과 지역 간 형평성, 운영의 투명성 측면에서 분석하고, 이를 통해 드러난 주요 쟁점들을 중심으로 향후 민간 분야의 학자금 지원뿐만 아니라 국가 수준 학자금 지원 체제와의 연계를 보다 강화하기 위한 방안을 모색하는데 목적이 있다. 주요 분석결과 및 개선방안을 정리하면 다음과 같다. 첫째, 민간 장학재단의 재정 안정성은 점차 강화되고 있는 것으로 보이나, 보다 정확한 분석을 위해서는 민간 장학재단의 결산 자료에 대한 접근 권한을 한국연구재단 등으로 확대할 필요가 있다. 둘째, 민간 장학재단의 학자금 지원은 지역적 불균형 및 재정적 중립성 문제를 안고 있는 것으로 나타났으며, 이를 개선하기 위해 국가 수준의 학자금 지원 제도와 연계할 필요가 있을 것으로 보인다. 셋째, 자산규모가 작은 민간 장학재단일수록 세무확인 및 회계감사 실시, 복식부기 적용 등과 같은 투명성 제고 노력이 미흡한 것으로 나타났으며, 이를 위해 민간 장학재단의 세무확인 및 회계감사에 대한 예외 규정을 축소하고, 소규모 장학재단에 대한 행·재정적 지원을 보다 강화할 필요가 있을 것으로 보인다. 이상의 연구 결과를 토대로 첫째, 민간 장학재단이 운영하는 학자금 지원 사업의 보다 구체적인 실태를 분석할 필요가 있으며 둘째, 국가 수준의 학자금 지원 제도와 민간 학자금 지원 사업의 효율적인 연계 방안을 모색할 필요가 있음을 제안하였다.

영문 초록

The purpose of this study is to analyze trend and current condition of student loan programs operated by private scholarship foundations with a specific focus on financial stability, regional equity, and operational transparency. Major findings of this study are as follows. First, the financial stability of private scholarship foundation is improving. However, in order to enhance accuracy of the analysis, further access to additional dataset such as closing accounts data of private scholarship foundations should be granted to researchers through public organizations such as National Research Foundation. Second, the study found that the current student loan programs of private scholarship foundations have issues related to regional inequality and financial impartiality. To improve such issues, it is necessary to provide more close linkage with state-level loan programs. Third, private foundations with smaller asset size had limited effort to improve their financial transparency issues such as conducting account audit and double-bookkeeping system. Therefore, it is necessary to amend existing escape clause related to tax affairs confirmation and financial audit. In addition, the study suggested strengthening both administrative and financial support to small size private scholarship foundations. Based from findings of this study, the authors suggested necessity on conducting more accurate analysis on current student loan programs operated by private scholarship foundations and importance on providing more effective linkage measures with government student loan system.
