국문 초록

이 연구는 지방자치단체의 고등교육투자 규모와 특징을 파악하고, 그러한 투자가 지역경제성장에 미치는 영향을 실증적으로 분석하고자 수행되었다. 이를 위해 먼저 한국사학진흥재단의 대학재정알리미 자료를 통해 지자체의 고등교육투자 규모와 특징을 검토하였고, 시·군 지역의 고등교육투자가 지역내총생산(GRDP)에 미치는 영향을 패널 GLS 모형으로 추정하였다. 연구의 주된 발견사항은 다음과 같다. 첫째, 지자체의 고등교육투자 규모는 과거에 비해 크게 증가하였으나 전체 고등교육재정 규모에 비추어보면 아직 미미한 수준이었고, 교육투자의 우선순위 또한 초·중등교육에 비하면 낮았다. 다만 지자체의 자체투자 비율이 증가하는 등 적극적인 투자 양태가 자리를 잡고 있었다. 둘째, 시·군 지자체의 고등교육투자는 지역경제성장에 긍정적인 영향을 미치고 있었고, 그 효과는 군 지역보다는 시 지역에서 더 크게 나타났다. 또한 투자 금액의 성격이 대응투자인지 여부는 투자의 효과에 대해서 큰 영향을 미치지는 않았다. 이상의 분석 결과를 바탕으로 지역경제 활성화를 위한 중앙정부 및 지자체 투자 확대 등의 정책적 제언을 도출했고, 관련된 후속연구를 제언하였다.

영문 초록

The purpose of this study was to identify the scale and characteristics of higher education investment by local governments, and to empirically estimate effects of such investment on regional economic growth. For this, we reviewed the scale and characteristics of higher education investment by local governments, and analyzed the economic effects of higher education investment in cities and counties on gross regional domestic product(GRDP) applying a Panel GLS model. The main findings of this study were as follows. First, the amount of higher education investment by local governments increased significantly compared to the past, but was still small in terms of the total amount of higher education finance. Also, the priority of education investment was low compared to elementary and secondary education. However, active investment patterns were taking place, with local governments increasing their self-investment ratio. Second, higher education investment by local governments was having a positive effect on regional economic growth, and effect size was larger in city areas than in counties. In addition, whether the nature of the investment s amount was a reactive investment did not have a significant impact on the effect size of the investment. Based on the findings, we drew policy proposals such as expanding investment in central and local governments for revitalizing the regional economy, and proposed related follow-up studies.
