촛불집회 이후 시민과 시민사회단체의 양자간 인식 변화

국문 초록

대통령 탄핵을 위해 진행된 2016년도의 촛불집회는 다수의 시민과 시민사회단체가 참여한 비폭력 저항운동의 전형이었다. 여러 선행연구에서 촛불집회를 조망하여 다각도에서 분석하였지만, 이 집회에 참가한 시민과 시민사회단체 간의 인식을 분석한 연구는 거의 없다. 따라서 본 연구는 촛불집회 이후, 서울지역을 대상으로 시민과 시민사회단체가 상호 어떻게 인식하고 있는지 실증분석을 시도하였다. 서울지역을 분석단위로 삼은 이유는 여러 시민사회단체가 위치해있고, 다수의 집회 및 시위가 개최되고 있기 때문이다. 이를 위해 한국행정연구원의 2016년과 2017년의 ‘사회통합실태조사’를 활용하여 서울시민들의 인식 변화를 분석하고, 서울지역의 시민사회단체 종사자를 대상으로 인터뷰를 실시하였다. 분석결과, 서울시민이 인식하는 시민사회단체에 대한 신뢰수준은 저하되었으나 중앙정부에 대한 신뢰수준은 높아진 것으로 확인할 수 있었다. 그리고 인터뷰 대상자에 의하면, 서울시민의 시민성은 촛불집회 이후에 높아질 수 있을 것으로 판단하고 있었다. 이러한 연구결과를 토대로 본 연구는 서울지역의 시민과 시민사회단체 간의 인식을 확인한 학술적 의의가 있고, 향후 시민사회단체 운영의 방향성을 논의할 수 있는 근거자료로 활용될 수 있을 것으로 기대한다.

영문 초록

The candlelight vigil for the impeachment of the president in 2016 was the epitome of the nonviolent resistance movement in which many citizens and civil society organizations participated. Although many previous studies have analyzed this candlelight vigil from various perspectives, few studies have analyzed the perceptions of citizens and civil society organizations participating in this rally. Therefore, this study tried to analyze how citizens and civil society organizations perceive each other in the Seoul area after the candlelight vigil. The reason for using the Seoul area as an analysis unit is that a large number of civil society organizations are located, and many rallies and demonstrations are held. We analyzed the changes in perceptions of Seoul citizens by using the Korea Social Integration Survey of the Korean Institute of Public Administration in 2016 and 2017, and conducted interviews with workers of civil society organizations in Seoul. As a result, Seoul citizens recognized low level of trust in civil society organizations but high level of trust in central government. Based on these findings, the research has an academic significance that confirmed the perception between citizens and civil society organizations in Seoul and is expected to be used as a basis for discussing the future direction of civil society organizations.
