유엔 SDGs 지방화의 맥락과 이행 방안

국문 초록

이 글은 SDGs의 지방화 방안을 제시하는 데 목적을 두고, SDGs의 역사적 배경과 이행 전략에 관한 논의를 바탕으로 이행 방안을 제시하였다. 또한 미국의 볼티모어 시 사례를 중심으로 SDGs의 지방화의 기준과 과정, 성과를 분석하였다. SDGs는 계획, 실행, 점검 등의 단계를 거쳐 이행할 수 있으며, SDGs의 지방화를 위해서는 지방 리더의 정치적 헌신, 지방의 인식과 주인의식, 지방정부협의회의 전략적 역할, 중앙정부의 지도적 역할, 국가평가보고서 협의과정의 지방정부 참여, 지방 이해당사자들의 역할 정립, 지방정부 수준의 파트너십, 정책의 일관성과 협력적 접근 등의 실행방안을 고려해야 한다. 볼티모어 시의 경우 목표 지향, 다양한 이해당사자, 투자 중심, 지식 기반 등의 기준을 바탕으로 SDGs를 수립하였고, 다양한 이해당사자들과의 협의 과정을 통해 56개 지표를 확정하였으며, 지역사회 중심의 자발적인 활동을 통해 SDGs를 이행해 가고 있었다. 도시의 중요성과 도시의 문제해결 능력이 더욱더 중요해지고 있는 이때, SDGs는 이를 위한 유익한 도구로 활용될 수 있다. 특히 볼티모어 시와 같이 SDGs를 수립하고 이행체계를 갖추었거나 갖춰가고 있는 서울시, 충남도, 충남 당진시, 경기도, 경기 수원시 등 국내 사례도 있지만, 그간 중앙정부의 표준조례에만 기대는 경향을 극복하여 지역에 충실하고 효과적인 이행체계를 마련할 필요가 있다.

영문 초록

The purpose of this article is to discuss localizing SDGs (Sustainable Development Goals), and suggest implementing strategies based on historical background and implementing framework of SDGs. And it analyzed the standard, process, and performance of localizing SDGs focusing on the case of Baltimore City in USA. SDGs can be implemented according to the steps including planning, acting, and monitoring, For this, we have to consider implementing alternatives including political commitment of local leaders, consciousness and ownership of local communities, strategic roles of association of local governments, leading role of central government, participation of local governments in the process of preparing for National Voluntary Review, partnerships in the level of local areas, policy coherence and collaborative approach. In the case of Baltimore City, it established SDGs based on the standards including goal orientation, diverse stakeholders, investment focused, and knowledge basis. The city settled down total 56 indicators through discussion with diverse stakeholders, and is implementing SDGs by voluntary actions focused on local communities. SDGs can be used as a very useful tool to solve urban problems at the moment of emerging cities at the point of importance and problem-solving. While Korean local governments such as Seoul Metropolitan City, Chungcheongnam-Do (Province), Dangjin City in Chungcheongnam-Do, Gyeonggi-Do (Province), Suwon City in Gyeonggi-Do are promoting SDGs processes and preparing implementation frameworks like Baltimore City, they have to overcome dependence on standard ordinance format by central government and settle down local-based and effective implementing framework.
