고용 유연성이 근로자 건강에 미치는 영향

국문 초록

최근 고용 유연화에 따른 불완전고용, 비상용직 고용, 시간제 근로의 증가가 이루어지고 있지만, 외국의 연구결과에 따르면 이들 고용유형의 경우 근로환경 내 위험요인 노출이 높고 스트레스 증상을 비롯한 건강상의 문제가 높게 나타나고 있다. 우리나라 근로자를 대상으로 고용 유연성이 높은 비상용근로자들의 노동조건과 노동환경 관련된 지표를 이용하여 평가하고 이들의 건강문제에 대해 분석하였다. 연구에 사용된 자료는 3차 근로환경조사 자료이며 SAS 9.3을 이용하여 통계분석을 하였다. 연구결과 비상용근로자의 경우 상용근로자보다 사회적 취약계층인 여성과 고령, 저학력, 미숙련 직종에 높은 점유율로 분포하고 있으며 물리적 위험인자에 상용근로자, 자영업근로자, 소규모사업장 사업주보다 높게 노출되고 있었고 건강상의 문제로 인한 호소율이 가장 높게 나타나고 있었다. 특히 건강상의 문제에 있어 비상용근로자에게 사회 심리적인 변수들이 유의적으로 영향을 미치고 있었다. 고용 유연화를 통한 일자리 창출은 고용률을 증가시키지만 지속적으로 유지될 경우 근로자의 건강이 악화된다. 따라서 독일의 노동시장 개혁모델 등을 벤치마킹하여 이들에 대한 상용직근로자로 이동을 추진함과 동시에 산업안전보건 분야에서 발생하는 문제점에 대한 예방활동이 이루어져야 할 것이다.

영문 초록

Recently, labor market flexibility increases underemployment, irregular employment, and hourly employment. According to foreign studies, however, these types of employment register a high level of exposure to ricks factors in work environment and high occurrence of health problems such as stress. In this study that surveys Korean workers, I have used the working conditions and the indicators related to work environment for irregular workers to analyze their health problems. The data used in the study includes the data from the 3rd working conditions survey, which underwent statistical survey using SAS 9.3. The study shows that compared to regular workers, irregular workers have a high percentage of jobs usually taken by women, aged people, people with low level of education, and unskilled workers, register a high level of exposure to physical risk factors compared to regular workers, self-employed workers, and owners of small places of business, and complain of the most health problems. With irregular workers, sociopsychological factors exercise significant influence on health problems. Thus, job creation through labor market flexibility increases employment rate, but if it continues, worker health deteriorates. Therefore, we should at once benchmark the German model for labor market reform in pushing for the workers’ transition to irregular workers and work to prevent the problems arising in industryal safety and health.
