사회적 취약계층의 민간의료보험 가입과 가입자의 의료서비스 이용에 관한 연구

국문 초록

본 논문은 사회적 취약계층과 민간의료보험 가입여부 그리고 민간의료보험 가입과 의료이용 증가 간의 관계를 살펴본 논문이다. 본 논문의 결과에 따르면 고령층, 저학력자, 저소득자, 건강보험 미가입자 등 이른바 사회적 취약계층은 민간의료보험 가입에 어려움을 겪고 있는 것으로 나타났다. 또한 민간의료보험 가입 시 입원과 치료 등에 있어서 그 이용횟수가 증가하는 것으로 나타났다. 의료이용 증가가 민간보험 가입을 유인하는지에 대한 역선택을 통제하기 위해 2008년 미가입자를 대상으로 2009년 신규가입자와 지속적 미가입자를 분석해 보았다. 이에 대한 분석결과 또한 지속적 미가입자에 비해 2009년 신규가입자의 의료이용이 증가했으며, 2009년 미가입자는 2009년 신규가입자보다 건강상태도 나쁘고 의료이용도 더욱 빈번했지만 경제적인 이유로 인해 민간의료보험에 가입하지 못하고 있는 것으로 분석되었다. 따라서 소득의 고저가 민간보험가입 여부에 영향을 미치는 중요한 요인임을 파악할 수 있었다

영문 초록

This paper is mainly on the vulnerable class of the society, private health insurance coverage, and the relationship between the medical insurance coverage and the increase in use of medical treatment. According to the result of this paper, it appears to be that the socially-vulnerable class, such as the aged, the low-educated, the low-income, and those with no medical insurance, has difficulty in having private health insurance. In addition to that, they tend to have more treatments and be hospitalized more with the coverage of private health insurance. To see if the increase of health treatments is the cause of having private health insurance and to control the adverse selection, both new members and non-members of the insurance in 2009 and non-members of the insurance in 2008 were analyzed. The analysis shows that the new members of the insurance tend to have more medical treatments than those of non-members, and the non-members have lower income and worse health condition than the new-members. Therefore, it was clear that the income is the key factor of private health insurance coverage.
